The values enshrined in this code of conduct respect for fundamental human rights, social justice, and human dignity, and respect for the equal rights of men and women serve as overarching values to which respective parties of UNOPS are expected to adhere.
Scope of the CoC:
● These principles apply to ACRL Project team, contractors, Facilitating Partners (FP), suppliers, and affiliate entities.
● This CoC is applicable to any duty station;
● Every worker in the Project team, Facilitating Partners (FP), contractors, suppliers, and the community workers must sign this CoC and return a signed copy to UNOPS.
Implementation Responsibilities:
● UNOPS HR, Gender Equality Specialist and Social Safeguards Specialist as well as facilitating partners (FP), contractors and sub-contractors and suppliers are the responsible sources for monitoring and evaluation of this code of conduct.
● For grievances, the uptaking channels specified in the Project GRM manual shall be used.
Applicable Humanitarian Principles:
● Humanity; means that human suffering must be addressed wherever it is found, with particular attention to the most vulnerable
● Independence: means the autonomy of humanitarian objectives from political, economic, military or other objectives
● Neutrality: means that humanitarian aid must not favor any side in an armed conflict or other dispute. ● Impartiality: means that humanitarian aid must be provided solely on the basis of need, without discrimination.

Conflict of Interest1:
● Remain loyal to my employers2 and avoid conflicts of interest;
● Disclose any situation that may appear as a conflict of interest;
● Do not hold a financial interest in or accept employment from an entity doing business with the employers; ● Disclose, in writing, any personal, business, or other relationship that might constitute a conflict of interest or could potentially create a conflict of interest (Please see the Declaration of Conflict of Interest Form) ● Do not use employer’s equipment and resources for personal use.

Gifts and Hospitality3:
● Not to offer any benefit such as free goods or services, employment or sales opportunity to employers in order to facilitate any business.
Confidentiality:
1 Generally, a conflict of interest occurs when a personal and family interest interferes with our ability to perform our jobs effectively and objectively.2 FPs and Contractors may add their names as employers.
3 The UNOPS has a “zero tolerance” policy under which no staff may accept any type of gift or any offer of hospitality. The UNOPS will not accept any invitations to sporting or cultural events, offers of holidays or other recreational trips, transportation, or invitations to lunches or dinners.
Not disclose any confidential information such as:
Conversations internal project discussion on matters of strategy and technical approach;
Discussion with relevant ministries;
Discussions with representatives of other donor agencies, and discussions with Government officials; Not disclose any such confidential information, or reveal the contents of any confidential conversation to any party outside of the projects.
Failure to observe confidentiality, or even the appearance of such failure, can have a serious detrimental effect on the willingness of outside parties to provide information to the project, thereby impeding our work;
Health and Safety4:
To ensure, so far as is reasonably practicable, that:
○ (a) the workplaces, machinery, equipment and processes are safe and without risk to health; ○ (b) the chemical, physical and biological substances and agents under their control are without risk to health when the appropriate measures of protection are taken; and
○ (c) where necessary, adequate protective clothing and protective equipment are provided to prevent, so far as is reasonably practicable, risk of accidents or of adverse effects to health, as per the Project’s Environmental and Social Management Framework (ESMF).
Child labour, vulnerable adult:
● Not hire children for domestic or other labor which is inappropriate given their age or development stage, which interferes with their time available for education and recreational activities, or which places them at significant risk of injury.
● Wherever possible, ensure that another adult is present when working in the proximity of children; ● Comply with code of conduct of UNOPS and all relevant local legislation, including labour laws in relation to child labour and behaviour.
Gender equality
Gender equality should be considered and each staff and non-staff has to adhere to gender equality (equal rights, responsibilities, opportunities, and participation in decision making).
Discrimination
Treat children and women with respect regardless of race, color, gender, language, religion, political and other opinion, national, ethenic or social origin, property, disability , birth or other status;
Not use language or behaviour towards children and women that is inappropriate, harassing, abusive, sexually provocative, demeaning or culturally inappropriate;
Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH)5
Not use language, or behavior towards women and children that is inappropriate, harassing, abusive, sexually provocative, demeaning or culturally inappropriate;
Not engage children under the age of 18 in any form of sexual intercourse or sexual activity. Not invite women into place of residence;

Obtain informed consent from the child, parent and guardian of the child before photographing or filming a child. As part of this I must explain how the photograph or film will be used.
Environmental:
Comply with employers’ environmental policy, legislation and regulations regarding the protection of the environment. wherever possible support a precautionary approach to environmental matters, undertake initiatives to promote greater environmental responsibility and encourage the diffusion of environmentally friendly technologies implementing sound life-cycle practices.
Employment practices6:
● Treat each other with respect and dignity.
● Never discriminate against anyone — including fellow employees, customers, suppliers, service providers, partners, or any other person.
● All employees who believe that discrimination or harassment has occurred should report the incident, even if they are not the target of such discrimination or harassment;
Relationship with community people:7
Respect diversity and treat everyone with respect regardless of race, age, sex, disability, marital status, political or social views, religion and sexual orientation;
Anti -Bribery and Anti-Corruption8:
Adhere to the highest standards of moral and ethical conduct, to respect local laws and not engage in any form of corrupt practices, including but not limited to extortion, fraud, or bribery;
Prohibits any types of bribery in the form of offering, giving, accepting, or receiving a bribe to/ from anyone;
Contact with media or external sources:
All media inquiries regarding UNOPS/ACRLP should be referred to the Communication Lead or Project Manager.
The CoC should be signed by each worker to indicate that they have:
a. Received a copy of CoC;
b. Had the CoC explained to them;
c. Acknowledge that adherence to the CoC is a condition of employment; and
d. Understood that the violation of this CoC can result in serious disciplinary, up to and including dismissal or referral to legal authorities;

قواعد طرز رفتار (Code of Conduct)
ارزش های بیان شده در این قواعد طرز رفتار به حقوق اساسی، عدالت اجتماعی و کرامت انسانها احترام میگذارد و احترام به حقوق مساوی زنان و مردان را به عنوان ارزش های مهم در نظر میگیرد که از طرفین مربوطه دفتر خدمات پروژه وی سازمان ملل متحد خواسته میشود که این قواعد طرز رفتار را رعایت کنند.
محدوده این قواعد طرز رفتار:
• این اصول بالای تیم پروژه معیشت و بهبود شرایط زندگی افغانها، قراردادی ها، موسسات همکار، تامین کننده گان و نهادهای وابسته تطبیق میشوند.
• این قواعد طرز رفتار در هر محل وظیفه قابل تطبیق است.
• هریک از کارمندان تیم پروژه معیشت و بهبود شرایط زندگی افغانها، موسسات همکار، قراردادی ها، تامین کننده گان و کارگران قریه ها باید این سند را امضا کنند و یک کاپی امضا شده این سند را به دفتر خدمات پروژه وی سازمان ملل متحد تسلیم دهند.
مسئولیتها در تطبیق:
• منابع بشری، متخصص تساوی جندر و متخصص تحفظ مسائل اجتماعی دفتر خدمات پروژه وی سازمان ملل متحد و همچنین موسسات همکار، قراردادی ها، قراردادی های فرعی و تامین کننده گان (اجناس/خدمات) در نظارت و ارزیابی این قواعد طرز رفتار از جمله منابع مسئول محسوب میشوند.
• از مجراهای دریافت/اخذ شکایات که در رهنمود مکانیزم رسیدگی به شکایات پروژه معیشت و بهبود شرایط زندگی افغانها (CRLP) بیان شده است باید استفاده شود.
اصول بشردوستانه قابل تطبیق:
• انسانیت: به این معنی است که درد و رنج انسانها باید در هر جایکه دیده میشود یا پیدا میشود، با توجه ویژه بر آسیب پذیرترین افراد مورد رسیدگی قرار گیرد.
• استقلالیت: به معنای مستقل بودن اهداف بشردوستانه از اهداف سیاسی، اقتصادی، نظامی یا سایر اهداف است.
• بی طرفی: به این معنی است که کمک های بشردوستانه نباید به نفع هیچ طرف منازعات مسلحانه یا اختلافات دیگر باشد. بی طرفی به این معناست که کمک های بشردوستانه باید صرفا ًبر اساس نیاز و بدون تبعیض ارائه شود.
این قواعد طرز رفتار باید توسط تمام کارمندان، قراردادی های فرعی، انجنیران و پرسنل امضا شود.
اینجانب ....................................... تمام قواعد این سند را مطالعه نموده و قبول میدارم که هریک از موارد ذیل را در کار برای کارفرمایم در نظر میگیرم:
تضاد منافع:
• به کارفرمایان خود وفادار بمانم و از تضاد منافع اجتناب میکنم.
• هرحالت را که ممکن است به عنوان تضاد منافع به نظر برسد افشا میکنم.
• درهر نهاد تجارتی که با کارفرمایان من تجارت می کند، منافع مالی نمی داشته باشم یا استخدام آنرا نمی پذیرم.
• هرگونه رابطه شخصی، تجارتی یا دیگر روابطی را که ممکن است منجر به تضاد منافع شود، به صورت کتبی افشا میکنم (لطفاً به فورم اعلامیه تضاد منافع مراجعه کنید).
• از تجهیزات و منابع کارفرما برای مقاصد شخصی استفاده نمیکنم.
• از دارایی های کارفرما به مثل دارایی خود محافظت میکنم.
هدایا و مهمان نوازی :
• هیچ گونه فایده و منفعت مانند اجناس یا خدمات رایگان، فرصت شغلی یا فروش به کارفرمایان به منظور تسهیل هر تجارتی که باشد پیشنهاد نکنید.
حفظ محرمیت :
هیچ گونه معلومات محرم را فاش نکنید از قبیل:
• گفتگوهای داخلی بحث پروژه در مورد موضوعات استراتژی و روش فنی
• بحث با وزارتخانه های ذیربط
• بحث با نماینده گان سایر نهادهای کمک کننده و بحث با مقامات دولتی. چنین معلومات محرم را فاش نکنید، یا محتوای مکالمه محرم را برای هیچ یک از طرفین خارج از پروژه ها فاش نکنید.
• عدم رعایت محرمیت یا حتی ظاهر چنین نقص میتواند تأثیر مخرب جدی بر رضایت طرف های خارجی در ارائه معلومات به پروژه داشته باشد و در نتیجه کار ما را مختل میکند.
صحت و مصؤنیت :
تا جاییکه از لحاظ منطق ممکن است اطمینان حاصل گردد که:
الف: محلات کار، ماشین آلات، تجهیزات و روندها برای صحت مصؤن و بدون خطر باشند.
ب: مواد و عوامل کیمیاوی، فیزیکی و بیولوژیکی تحت کنترل برای صحت بدون خطر اند در صورتیکه تدابیر درست حفاظتی در نظر گرفته شوند.
ج: در صورت لزوم، لباس های محفاظتی و تجهیزات محفاظتی کافی برای جلوگیری از خطر حوادث یا اثرات منفی بر صحت تا جاییکه ممکن است مطابق چارچوب مدیریت محیط زیستی و اجتماعی پروژه فراهم میشود.
کار بالای کودک، بزرگسال آسیب پذیر :
• کودکان را در کارهای خانگی یا سایر کارها با توجه به سن یا مرحله رشد آنها که نامناسب است استخدام نکنید چون بر زمان آموزش و فعالیت های تفریحی آنها اختلال ایجاد می کند یا آنها را در معرض خطر جدی آسیب قرار می دهد.
• در صورت کارکردن در نزدیکی کودکان اطمینان حاصل کنید که بزرگسالی در صورت امکان در آنجا حضور داشته باشد.
• از قواعد طرز رفتار دفتر خدمات پروژه وی سازمان ملل متحد و تمام قوانین محلی مربوطه، از جمله قوانین کار در رابطه به کار و رفتار با کودکان پیروی کنید.
تساوی جندر( جنسیتی):
تساوی جنسیتی باید در نظر گرفته شود و هر یک از کارمندان و غیر کارمندان باید تساوی جنسیتی(حقوق مساوی، مسئولیت ها، فرصت ها و مشارکت در تصمیم گیری) را راعایت کند.
تبعیض:
• با کودکان و زنان صرفنظر از نژاد، رنگ، جنسیت، زبان، مذهب، عقاید سیاسی و سایر عقاید، منشاء ملی، قومی یا اجتماعی، دارایی، معلولیت، تولد یا موقعیت های دیگر با احترام رفتار کنید.
• از زبان یا رفتاری که نسبت به کودکان و زنان نامناسب، آزاردهنده، توهین آمیز، تحریک آمیز جنسی، تحقیرآمیز یا از نظر فرهنگی درست نیست استفاده نکنید.
استثمار و سوء استفاده جنسی و آزار و اذیت جنسی:
• از زبان یا رفتاری که با زنان و کودکان نادرست، آزاردهنده، توهین آمیز، تحریک آمیز جنسی، تحقیرآمیز یا از نظر فرهنگی درست نیست، استفاده نکنید.
• کودکان زیر 18 سال را درگیر هیچ گونه رابطه جنسی یا فعالیت جنسی نکنید.
• زنان را به محل سکونت تان دعوت نکنید.
• با هیچ زنی مشارکت جنسی نکنید.
• کودکان بدون همراه را به محل سکونت دعوت نکنید، مگر اینکه در معرض خطر فوری آسیب یا در معرض خطر فیزیکی قرار داشته باشند.
• از هر کمپیوتر، تلیفون موبایل، دوربین فیلمبرداری، دوربین و رسانه های اجتماعی بدرستی استفاده کنید و هرگز کودکان را از طریق هر رسانه ای که است استثمار نکنید، آزار ندهید یا از دسترسی به مطالب استثمار کودکان استفاده نکنید.
• از مجازات فیزیکی علیه کودکان و زنان استفاده نکنید.
• فوراً نگرانی ها یا ادعاهای مربوط به استثمار و سوء استفاده از کودکان و زنان و رعایت نکردن پالیسی ها را طبق روش های درست گزارش بدهید.
• کارمندان و غیر کارمندان از تهدید به خشونت، آزار و اذیت کلامی یا روانی یا سوء استفاده و یا استثمار و سوء استفاده جنسی استفاده نکنند یا دخیل نشوند یا به کارمندان شان یا اشخاص دیگر اجازه ندهند که از آنها استفاده کنند یا درآنها دخیل شوند. استثمار و سوء استفاده جنسی نقض قواعد و استانداردهای بین المللی شناخته شده جهانی است و همواره رفتاری غیرقابل قبول و رفتار ممنوع برای کارفرمایان بوده است.
• قبل از عکاسی یا فیلمبرداری از کودک، رضایت و اجازه آگاهانه او، والدین و سرپرست او را دریافت کنید. باید توضیح دهید که چگونه از عکس یا فیلم او استفاده خواهید کرد.
محیط زیستی:
از پالیسی، قوانین و مقررات محیط زیستی کارفرمایان در حفاظت از محیط زیست پیروی کنید. تا جاییکه ممکن است یک روش احتیاطی در حفظ محیط زیست داشته باشید، ابتکاراتی را جهت افزایش مسئولیت بیشتر در حفظ محیط زیست انجام دهید و فناوری های دوستانه محیط زیستی را با اجرای شیوه های چرخه زندگی سالم گسترش دهید.
شیوه های استخدام:
• با هم به احترام و محترمانه رفتار کنید.
• هرگز علیه کسی تبعیض قائل نشوید، از جمله کارمندان، مشتریان، تامین کننده گان، ارائه کننده گان خدمات، شرکا یا هر شخص دیگری.
• همه کارمندانی که معتقدند تبعیض یا آزار و اذیت صورت گرفته است پس باید حادثه را گزارش دهند حتی اگر هدف چنین تبعیض یا آزار نباشد.
ارتباط با مردم قریه:
به تنوع احترام بگذارید و با همه صرفنظر از نژاد، سن، جنس، ناتوانی، وضعیت متاهلی، دیدگاه های سیاسی یا اجتماعی، گرایش مذهبی و جنسی با احترام رفتار کنید.
مبارزه با رشوت خوری و فساد:
• بالاترین استانداردهای رفتار اخلاقی و اصولی را رعایت کنید، به قوانین محلی احترام بگذارید و در اعمال فاسد به هر شکلی که باشد دخیل نشوید، از جمله اخاذی، تقلب یا رشوت خوری.
• هرگونه رشوت بشکل پیشنهاد، دادن، پذیرفتن یا گرفتن ممنوع است.
تماس با رسانه ها یا منابع خارجی:
تمام سوالات رسانه ای در مورد پروژه معیشت و بهبود شرایط زندگی افغانها/دفتر خدمات پروژه وی سازمان ملل متحد باید به رئیس ارتباطات یا رئیس پروژه راجع شود.
این قواعد طرز رفتار باید توسط هر کارمند/کارکن امضا شود تا نشان دهد که آنها:
الف: یک کاپی از قواعد طرز رفتار را دریافت کرده است؛
ب: قواعد طرز رفتار به آنها توضیح داده شده است؛
ج: تایید کند که رعایت قواعد طرز رفتار شرط استخدام است؛
د: فهمیده که نقض این قواعد طرز رفتار میتواند منجر به مجازات جدی الی و از جمله اخراج یا معرفی به مراجع ذیربط قانونی میباشد.
