Source text - Spanish Con la llegada al poder de gobiernos de centro-izquierda, la región sudamericana casi en su conjunto parecía haber dejado atrás los pilares del Consenso de Washington y el neoliberalismo. El ajuste fiscal era reemplazado por una agenda con acento en lo social y los proyectos de un área de libre comercio con Estados Unidos viraban hacia un renovado énfasis en una integración regional horizontal.
Sin embargo, hoy algunos elementos de la coyuntura latinoamericana están mutando. A los efectos de la crisis financiera internacional—de menor impacto que en otras zonas pero con una incidencia en el comercio exterior de varios países—se suman hoy novedosos cambios políticos. El persistente Golpe de Estado en Honduras; la derrota en las elecciones legislativas de los Kirchner en Argentina y el posterior debilitamiento frente a las corporaciones agrarias y mediáticas; el aval de la Unión de Naciones del Sur (UNASUR) a Álvaro Uribe para autorizar la presencia de tropas norteamericanas en siete bases militares, luego de que Rafael Correa decidiera no renovar el contrato por la base de Manta en Ecuador y aún a pesar de la violación a las bases del Consejo Sudamericano de Defensa, son sólo unos ejemplos. En entrevista con el CIP Programa de las Américas, Emir Sader, profesor, sociólogo y Secretario Ejecutivo del Consejo Latinoamericano de Ciencias Sociales (CLACSO) explica cuáles son las razones, los alcances y los posibles retos que presentan estos cambios.
¿Estamos ante una nueva orientación política en América Latina? ¿Qué efectos producen los últimos sucesos en la región?
Emir Sader: América Latina sufrió de una década a la otra un cambio muy repentino. En los noventa fue el paraíso neoliberal, el continente con mayor aceptación y que más gobiernos de este tinte ideológico tuvo. Las formas de esta transformación fueron por eso profundas y radicales en comparación con otras regiones. Pero luego la combinación de ciertos factores hizo que se genere una reacción al modelo y que surja una ola de gobiernos que salieron del consenso de Washington y que volvieron a tomar la iniciativa. Este proceso tan novedoso tuvo que ver, por un lado, con la crisis del modelo económico en las tres principales economías de la región (94, México; 91 Brasil; 2001-2002 Argentina). Pero además con la política aislacionista del gobierno Bush, que dejó a Estados Unidos aliado solamente a México y Colombia; así como también con la capacidad de resistencia de los movimientos sociales latinoamericanos. Pero este proceso no hay que creer que fue sencillo. Ya desde el golpe de Estado en Venezuela en 2002 existen intentos de la derecha por retomar el poder. La ofensiva de los ruralistas en Argentina y el intento separatista en Bolivia son dos ejemplos más de este movimiento. Son todas modalidades distintas de un mismo intento de recuperación. Lo que se ve ahora es la resaca, lo que ha sobrevivido, de esos años de consenso neoliberal.
Pero siendo estas experiencias tan distintas ¿pueden asimilarse a una misma tentativa?
Creo que sí. No sólo porque por detrás hay un tema con la tierra y con la soja, sino porque son intentos que se traducen en un búsqueda de recomposición del campo conservador. Como dicen en Argentina, esta situación deja planteadas dos opciones: o profundización de los cambios o restauración conservadora. Hay que tener en cuenta, sin embargo, que hoy la derecha no tiene un proyecto político pero tiene un fuerte poder económico; está derrotada pero no en lo económico y eso es un tema importante. Por eso lo que trata de hacer es limitar espacios donde no se vean afectados sus intereses.
Es lo que sucede por ejemplo en Bolivia…
Esto es especialmente claro en el caso de Bolivia donde la recomposición nace como un intento separatista, pero a sabiendas de que ese proyecto no tiene viabilidad, entre otras cosas porque las Fuerzas Armadas bolivianas están en contra y el contexto latinoamericano no es favorable a ese separatismo. Lo que se busca con el separatismo en verdad es definir territorios orientales donde no llegue la reforma agraria, pero son sólo amenazas. La pelea por las retenciones en Argentina también tiene que ver con el modo en que se afectó a las corporaciones sojeras; en Venezuela el golpe tuvo que ver con la reforma agraria, aunque claro que la joya en este país es PDVSA. Incluso el golpe militar en Honduras tiene que ver con este proceso. Por eso digo que más allá de que las modalidades y las expresiones políticas son distintas, el intento de recuperación es el mismo.
¿Cuáles son los efectos de este proceso para los gobierno de centro- izquierda?
"The Economist", la revista conservadora británica, dijo ahora se terminan los gobiernos de izquierda porque la crisis impone una agenda de derecha: ajuste fiscal y violencia. Esto fue en Agosto y después en Salvador volvió a triunfar un gobierno progresista, lo cual demuestra que no es así. La autorización de tropas en Colombia en verdad es un continuismo de la política Bush sobre las bases militares, éstas existen de hecho. El golpe de Estado en Honduras, en cambio, hay que reconocer que es una novedad, una salida más bien fuera de tiempo. Y lo que hay que tener en cuenta en este caso es que la solución puede ser pronorteamericana; si vuelve Zelaya con las manos atadas, sin someter un candidato suyo al pueblo, sin culpar a los golpistas, va a ser un triunfo norteamericano. Arias es un hombre que avala la versión derechista de Hillary Clinton. Si Zelaya vuelve impotente es una modalidad inesperada de recuperación de espacio norteamericano que queda incluso disfrazada de adhesión a la política democrática y antigolpista. Eso es muy peligroso.
¿Qué antecedente deja esta experiencia golpista para otros países como Bolivia?
Los tiempos cambiaron mucho. Bajo estas mismas condiciones, en otro momento, habría golpe de Estado en Bolivia. Pero hoy no existe esa posibilidad por los factores que mencionaba antes, el fraccionamiento del territorio boliviano y la falta de contexto regional. Hoy no hay una doctrina a favor de los golpes militares, ni siquiera en la propia Organización de los Estados Americanos (OEA).
Donde sí tiene efecto el golpe en Honduras es en los países más cercanos de la región centroamericana, como Nicaragua, donde también se planteó la chance de llevar adelante una reforma constitucional para extender el mandato. En ese sentido el golpe es un incentivo a soluciones de ese orden que podría favorecer inmediatamente a sectores liberales de oposición, pero intermediado por amenazas militares.
Cuando fue la masacre de Pando la intervención de UNASUR resultó fundamental y efectiva, ¿qué sucede en el caso de Honduras que ningún organismo regional, incluso la OEA, puede revertir el golpe?
El golpe demostró que una condena unánime a nivel internacional no cuenta con la fuerza política suficiente si no se transforma el clima al interior del país. Zelaya cambió de posición a lo largo de su mandato, y no contaba con el respaldo de su partido, ni de la justicia, ni en el parlamento, ni en las Fuerzas Armadas. Entonces es un caso muy especial, no es el de Salvador o el de Nicaragua. Da el indicio de que se puede apelar a un instrumento de guerra fría, porque el tema del golpe militar no es que exista sino que aparezca como amenaza. Los golpes de Estado parecían algo sobre lo que ya no había que preocuparse.
De todas formas todavía no está resuelto el tema y es difícil que esta situación se repita tal cual. La posición del MERCOSUR y de otros países de que no van a aceptar el nuevo gobierno que tome posición a partir de la experiencia golpista puede ser un obstáculo, aunque ese factor también puede ser controlado. Si se acepta una vuelta como la que mencionábamos, con las manos atadas, sería una victoria pírrica.
¿En qué posición está situado EEUU frente a la región?
Dos temas graves quedaron del Gobierno Bush, uno de menor importancia y el otro no. El primero es la lista de Gobiernos terroristas. Fue sorprendente la calificación de Obama sobre el gobierno de Irán ante la reelección. Llamarlo respetuosamente, como siempre debería haber sido, la República Islámica, y no tildarlo de terrorista fue significativo. Sin embargo, existe todavía en Estados Unidos la idea de que el norte cuenta con capacidad para juzgar. Y esto produce grandes efectos, en el lenguaje de la prensa y en el comportamiento de otros gobiernos.
Lo otro que no ha cambiado y que es aún más grave, es la idea de lucha contra el narcotráfico. Sigue el diagnóstico equivocado de culpar la producción de la hoja de coca y no al consumo, cuando ese país es el mayor consumidor del mundo y eso es lo que induce a la producción. Si no hubiera consumo, no habría producción de coca en los campos, se produciría arroz o cualquier otra cosa. Este factor y el tema de la ilegalidad es lo que le dan ese valor extraordinario a la mercancía. Con este diagnóstico, además, Estados Unidos encuentra una forma de exportar sus problemas; funciona como pretexto para la instalación de bases militares que combatan el terrorismo.
Esto es ejemplar en el caso de Colombia. Las FARC hoy no existen pero son, sobre todo, un pretexto para que Uribe, uno de los pocos aliados de Estados Unidos en América del Sur, sea reelegido. A razón de la campaña para asumir su tercer mandato es que Uribe está intensificando el conflicto con las FARC, porque las elecciones internas, municipales, ya las perdió, perdió Medellín, Bogotá, Cali. Pero Uribe sabe que con el componente de la seguridad democrática, se asegura un triunfo a nivel nacional. Por eso es que Evo Morales hizo esa dura crítica a las FARC, diciendo que son el pretexto para la instalación de las bases norteamericanas en la región. En verdad son dos pretextos: el combate a la droga y el terrorismo. Hoy esta fuerza militar, que no tiene poder y que está aislada, es muy funcional al presidente colombiano.
¿Qué amenazas existen tras la instalación de tropas?
Aunque fuera un tema estrictamente colombiano y claro que no lo es, porque en verdad tiene que ver con las denuncias de países vecinos, el Consejo de Seguridad Sudamericano impide que un país tenga tropas de otros países. En verdad, ya hay tropas militares. Lo que se hace con este acuerdo es formalizar, explicitar, una realidad que ya existe, y esto es lo que le interesa a Uribe. Ahora el presidente colombiano está de lo más contento porque no tuvo un rechazo tan homogéneo como pensaba y porque primó la idea de que es un tema de carácter interno, pero en verdad lo que está en juego es la soberanía de América del Sur. Tiene enorme trascendencia para la región salvo que Colombia se retire del Consejo.
¿Pero eso podría suceder?
Brasil hizo mucho hincapié en que Colombia estuviera, con la idea de que si no entran todos, se pierde fuerza. Pero Colombia es un invitado de piedra, ya había tratos con los norteamericanos, no era necesario formalizar ahora. Expresamente el jefe de las Fuerzas Armadas dijo que había cinco o siete bases navales, pero ahora con esta forma explícita se entra en contradicción con el proceso regional. Hay que ver si esto va a ser un dilema o no para Uribe, yo creo que sería lo correcto. Los dos proyectos son incompatibles.
¿Qué avances hubo en la región en estos diez años de gobiernos progresistas?
Yo creo que los gobiernos moderados y los más radicales tienen en común dos elementos que fueron los puntos más débiles del neoliberalismo, los que generaron mayores resistencias: la prioridad en la integración regional respecto de los tratados de libre comercio y el peso determinante de las políticas sociales para la mejoría de la calidad de vida de los pueblos con su consecuente legitimidad social. Todos estos gobiernos hoy se legitiman con el fracaso de las antiguas políticas sociales, aún a pesar de las campañas políticas de la prensa de derecha y opositora. A la hora del voto, la política social es la que decide, y yo creo que se mejoró en todos los aspectos.
Primero, el empleo formal mejoró en todos los países y significativamente en Argentina y Brasil. La precarización de las condiciones de trabajo, la informalización, la flexibilización eran puntos crueles del neoliberalismo. La mayoría de los latinoamericanos no tenían contrato y no era sujeto de derecho y este es un tema fundamental porque afecta a todos, jóvenes, mujeres. Después está el tema del poder adquisitivo, de la distribución de la riqueza, de la renta que mejoró muchísimo. Brasil, que es el país más desigual del continente más desigual, mejoró por primera vez en muchos años. Ahora gran parte de la población está en la clase C, y no en el D o E y eso gracias a una combinación de agregados: la bolsa de familia, los microcréditos, la electrificación rural, el aumento real de los salarios, el control de precios de alimentos.
Pero en algunos países, como Venezuela, marcaron la baja de la pobreza en un punto el último año, o incluso en Argentina se dice que está aumentando.
Hay elementos que empeoraron, pero hay índices mejores que esos.
¿Cómo afecta la inflación en estos países?
La inflación es un instrumento y puede que afecte. Pero es por la recomposición de sueldos, entonces no es directamente un índice como el nivel de empleo, el proceso educativo, la salud pública o la vivienda. Estos factores por ejemplo mejoraron mucho en Venezuela que, contando con el petróleo como recurso, tenía un nivel de pobreza como el brasileño, y eso por el robo, por la burguesía que exportaba sus capitales. El bono para la infancia, el bono para la vejez son programas que mejoraron mucho esta situación, incluso porque es un país que recuperó sus recursos naturales, no es sólo porque hace una política social sino porque aumentan recursos como el petróleo.
¿Y qué pasó con los países que no implementaron este tipo de políticas, como Perú o Colombia?
El crecimiento económico de Perú por exportación creció enormemente, desde Toledo y también con Alan García, pero sin mejoría de la distribución social y sin ningún apoyo popular. Ni siquiera se hicieron políticas sociales con los recursos recaudados. Chile es un país que, junto con Uruguay, Costa Rica y Argentina, fue de los menos desiguales del continente. Con la Concertación se mejoró respecto de la herencia de Pinochet, pero aún así empeoró muchísimo respecto a los setenta. Hoy es un país profundamente desigual, incluso porque la riqueza aumentó mucho. En México, que es el modelo para comparar con Brasil y con Argentina sobre todo por el tamaño del país, desde que escogió el Tratado de Libre Comercio con EEUU, el 90 por ciento de su comercio es con ese país. No hace falta ser adivino para imaginar el tamaño de la crisis a la que se está conduciendo. México ya disminuyó su Producto Bruto Interno y tuvo que acudir nuevamente al Fondo Monetario Internacional.
¿A qué se deben los distintos efectos frente a la crisis internacional?
Tuvo que ver sobre todo con la diversificación del comercio internacional. Hoy para Brasil, Estados Unidos ya no es el país más importante, es el segundo. Y para el conjunto del continente está en el 25 por ciento, o algo así, del comercio exterior. En segundo lugar la intensificación del intercambio interregional fue importantísima y esto está especialmente claro en Brasil, Argentina y Venezuela. En tercer lugar, fue fundamental el peso del consumo popular en el mercado interno. Disminuir el peso relativo de la exportación, aún aumentando en términos absolutos, permitió que haya distintas formas de realización de capitales, que se diversifiquen las posibilidades. Estas son las razones por las que el continente prácticamente se ha salvado de la crisis.
¿Cuál es la perspectiva para los que se vieron más afectados?
Los países más afectados por el peso de exportación no tenían economías diversificadas ni un mercado interno suficiente como para retomar el desarrollo. Esa es la dificultad de Bolivia, de Venezuela y de Ecuador, sobre todo por la dependencia con el petróleo. Pero lo que está claro ahora, sobre todo a partir del modelo chino, es que el desarrollo económico está vinculado al peso del mercado interno, depende substancialmente de éste. De todas formas la exportación de gas también es importante y son recursos que ni Brasil ni Argentina tienen.
¿Qué errores podrías señalar de las gestiones de centro-izquierda?
Yo diría de Brasil, y supongo que se pueden sacar conclusiones parecidas para Argentina, que quedaron tres herencias pesadas. Primero, la hegemonía del capital financiero; segundo, el modelo de los agro negocios; y tercero, la dictadura de los medios de comunicación privados. En algunos países tiene más peso uno de los factores u otro, pero el error fue no haber tenido un modelo distinto en estos aspectos, no haber disminuido expresamente -en el caso de Brasil ahora recién se hace- las tasas de interés para no ser tan atrayente al capital financiero. La crisis llegó, aún a pesar de no nacer acá, por la dependencia de créditos internacionales y así llegó también la fuga de capitales, la baja de las exportaciones y la dispersión económica interna. Entonces, para salir de la crisis hay que regular la situación del capital financiero, acentuar el peso de la integración regional y del mercado interno y tener una política alternativa de opinión pública.
¿Se están haciendo suficientes esfuerzos en este sentido?
América Latina es donde más se ha avanzado en el mundo, pero no al nivel necesario. Se debería haber avanzado en la creación de moneda única, y usar la integración para marcos sociales. Es necesario salir del marco más estrecho de intercambio comercial, económico, financiero para avanzar en temas como medios de comunicación, cultura, tecnología, educación. Se ha avanzado pero lentamente y eso por la misma demanda de la crisis.
Translation - English With the rise of center-left governments, the South American region has—almost universally—appeared to leave behind the pillars of the Washington Consensus and the neoliberal model. Fiscal adjustment has been replaced with an agenda marked by a social emphasis, and the projects related to a free trade area with the United States are veering toward a renewed emphasis on horizontal regional integration.
However, recently some of the elements of the current Latin American context have begun transforming. In addition to the international financial crisis—which has had less of an impact on Latin America than in other regions, but has had an effect on external trade in several countries—the region has seen many new political changes. The persistent coup d'etat in Honduras; the major losses incurred by the Kirchners during the latest elections in Argentina, and the weakening of the government's position in relation to agribusinesses and the media that followed; the endorsement of the Union of South American Nations (UNASUR) for Alvaro Uribe to authorize the presence of U.S. troops at seven bases in Colombia, after President Rafael Correa decided not to renew Ecuador's contract with the United States for its base in Manta, and despite the fact that the bases violate the agreements of the South American Defense Council, to mention just a few. In an interview with CIP Americas Program, Emir Sader, professor, sociologist, and executive secretary of the Latin American Council of Social Sciences (CLACSO), explains the roots, repercussions, and possible challenges that these changes present.
Lucia Alvarez: Are we facing a new political course in Latin America? What impacts have the latest
Emir Sader: Latin America has suffered a very rapid change from one decade to the next. The 90s was a neoliberal paradise: the majority of the continent was accepting of the policies and more governments held this ideological view. The forms that the transformation took on were profound and radical compared to other regions due to these factors. But later the combination of certain factors created a reaction to the model and was the impetus for a wave of governments that left behind the Washington Consensus and began to take initiative. This very new process had to do, in part, with the crises of the economic model experienced in the three principle economies of the region (Mexico 1994, Brazil 1991, and Argentina 2001-2002). Additional factors included the political isolationist policies of the Bush administration that only found allies in Mexico and Colombia, as well as the capacity for resistance demonstrated by social movements in Latin America. But it is not fair to say that this process was a simple one. Since the 2002 coup d'etat in Venezuela there have been attempts by the right to take power again. The offensive of the rural oligarchy in Argentina and the secessionist attempts in Bolivia are two examples of this movement. They are all distinct methods in the same effort to recuperate power. What we see now are the remnants, that which has survived from the years of neoliberal consensus.
But such that these experiences are so unique, can they be considered part of the same attempt?
I believe so. Not just because the back drop of issues—such as land and soy—are the same, but because they are attempts that translate into the desire for a return to the conservative countryside. As they say in Argentina, this situation poses two situations: the intensification of change or a conservative restoration. It is important to take into consideration, however, that today the right does not have a political agenda but it does have strong economic power; it is in decline but not economically and that is an important point. That is why the right is trying to delineate spaces where its interests will not be affected.
That is what is happening in Bolivia for example …
This is especially clear in the case of Bolivia where the resurgence of the right was born out of a secessionist attempt despite knowing full well that the movement was not viable, among other things, because the Bolivian Armed Forces were against it and the Latin American context was not favorable to the secession. What they are actually trying to accomplish is to delineate eastern territories where the agrarian reform will be unable to take hold. The fight over export taxes in Argentina had to do with its effects on soy agribusinesses; the coup in Venezuela was the result of agrarian reforms, although it is obvious that the coveted treasure of that country is the national oil company (PDVSA). Even the military coup in Honduras was related to this process. That is why I say that though the methods and political expressions are different, the attempt to recuperate power is the same.
What are the effects of this process for the central-left governments?
The Economist, a conservative British magazine, has said that the era of leftist governments is coming to a close because the crisis is imposing a rightist agenda: fiscal adjustment and violence. This was in August, but of course in El Salvador, a progressive government recently triumphed, which clearly showed this isn't the case. The authorization of troops in Colombia is in reality a continuation of the Bush policies on military bases, in fact, these bases already exist. The coup d'etat in Honduras, on the other hand, must be recognized as a novelty, an anachronistic act. In this case, one must take into account that the solution could be pro-United States. If Zelaya returns with his hands tied, unable to submit a candidate before the public, unable to blame the coup leaders, it will be a triumph for the United States. Arias is a man who supports the rightist stance of Hillary Clinton. If Zelaya returns impotent it will be a windfall for the recovery of the U.S. sphere of influence that is disguised as adhering to democratic policies and claims to be anti-coup.
What kind of precedent does this coup experience leave for other countries like Bolivia?
Times change quickly. At another point in time, under these same conditions, there would have been a coup d'etat in Bolivia. But today this possibility doesn't exist due to other factors that I mentioned earlier: the dividing up of the Bolivian territory and the lack of regional context. Today there is no doctrine that favors military coups, not even within the Organization of American States (OAS).
Where the coup in Honduras does have an effect is in the neighboring countries of Central America—like Nicaragua—where a constitutional reform was proposed that included a change that would allow the executive power to extend its term of office. In that sense the coup is a means to the kinds of solutions that could favor neoliberal sectors in the short term, but could also favor military threats in the intermediate term.
When the massacre at Pando occurred, the intervention of UNASUR was fundamental and effective. What will happen in the case of Honduras if none of the regional organizations, including the OAS, can reverse the coup?
The coup demonstrated that a unanimous condemnation at the international level does not have the necessary political force if it cannot impact the interior political climate of the country. Zelaya changed his position during his term in office and was not backed up by his party, the justice system, the parliament, or the armed forces. So it is a very special case. It is not El Salvador or Nicaragua. It demonstrates that the instruments of Cold War can still be called upon because the issue with military coups is not just that they exist but that they stand as a threat. Coups d'etat were thought of as relics of the past and of no concern.
In any case, the issue is still not resolved and it would be difficult to repeat this exact situation. MERCOSUR's position and that of other countries, which states that they will not accept a new government that takes office as the result of a coup, could be an obstacle, although this factor could be controlled. If the return of Zelaya is accepted, as we have mentioned, with hands tied, it would signify a pyrrhic victory.
How is the United States positioned in relation to the region?
Two major themes from the Bush administration have remained. The first, related to Obama's description of the Iranian government after the reelection, was surprising. Respectfully calling it an Islamic Republic—as the United States should have from the start—and avoiding the brand of terrorism was significant. However, in the United States, the idea that the North still maintains a capacity to judge continues to exist. This produces a big impact in the language of the press and in the behavior of other governments.
The other theme that has not changed and is even more serious is the idea of the war on drug trafficking. The erroneous notion continues in which blame is directed toward the production of coca and not on consumption, when the United States is the largest consumer in the world and that is the impulse for production. If there was no demand, there would be no coca production in rural areas. They would produce rice or any other crop. This factor and the issue of prohibition are what produce such extraordinary prices. In addition, by utilizing this analysis, the United States is in some ways able to export its own problems; it functions as a pretext for the installation of military bases that combat terrorism.
This is demonstrated in the case of Colombia. Today the FARC doesn't exist but they are a pretext that will allow Uribe, one of the few U.S. allies in South America, to be reelected. At the root of his campaign for a third term is the fact that Uribe is intensifying the conflict with the FARC because he has lost internal and municipal elections. He lost Medellín, Bogota, and Cali. But Uribe knows that with the democratic security platform, he is sure to win at the national level. In reality there are two pretexts: the war on drugs, and terrorism. The current military, which has no power and is very isolated, is very useful for the Colombian president.
What threats exist behind the troop installation?
Even if it were strictly a Colombian issue—which it is not because in truth it has been denounced by neighboring countries—the South American Security Council does not allow member countries to host troops from other countries. In reality, there already are military troops. The purpose of this agreement is to explicitly state their intentions and formalize a reality that already exists. This is what interests Uribe. Now the Colombian president is quite content because he did not receive the unanimous rejection he expected and because he saw this as a question of personal character. The truth is that what's at stake is South American sovereignty. This has enormous significance for the region unless Colombia decides to leave the Council.
Could that happen?
Brazil put a lot of emphasis on Colombia's membership, keeping in mind the fact that if not everyone enters, the Council will lose strength. But Colombia has been invited as a silent observer. There already were deals with the United States, it wasn't necessary to formalize them. The armed forces chief specifically said there would be five or seven naval bases, but now with this explicit agreement, there exists a contradiction with the regional process. We'll have to see if this will pose a dilemma for Uribe. The two projects are incompatible.
What advances have been made by the progressive governments over the last 10 years?
I believe that the moderate governments, and the more radical ones, have two elements in common. They are also the two weakest points in the neoliberal model, the ones that created the most resistance: a priority on regional integration with respect to free trade agreements, and the determinant weight on social policies as a means to a better quality of life for the population with its consequent social legitimacy. All of these governments feel legitimized by the failure of these antiquated social policies despite the opposition rightwing press and political campaigns. On voting day, the social policy is what decides the outcome, and I believe that it has improved in every aspect.
First, the formal jobs sector improved in every country and especially in Argentina and Brazil. Precarious working conditions, the informal economy, and flexibility were cruel facets of the neoliberal model. The majority of Latin Americans didn't have a contract and had no access to legal redress. This is a fundamental issue because it affects everyone, youths, women. Second, the issues of purchasing power, the distribution of wealth, housing costs were greatly improved. Brazil, which is the most unequal country within the most unequal continent, improved for the first time in many years. Now the great majority of people are increasingly finding themselves in the working class and moving out of poverty. This is thanks to a combination of additional factors: the government welfare program Bolsa Familia, micro credit, electricity brought in to rural areas, the real increase in salaries, and the food price controls.
But in some countries, like Venezuela, poverty rates decreased by just one percentage point, and in Argentina it is said that the poverty levels are rising.
There are some areas that have worsened, but there is better data out there.
How does inflation affect these countries?
Inflation is an instrument and it can have an effect. But it is due to the stabilization of salaries, so it is not a direct index like employment levels, the educational process, public health, or housing. These factors, for example, improved a lot in Venezuela. Despite its oil resources, Venezuela had a poverty rate not unlike Brazil due to the bourgeois robbing the country of its capital and exporting it. Benefits for the youth and the elderly are programs that really improved this situation. Though this is also a result of the state recuperating the country's natural resources, it is not simply due to social policies but also because the state petroleum resources were increased.
And what has happened in countries that have not implemented these types of social policies, such as Peru or Colombia?
The economic growth in Peru grew dramatically through exports, since the term of former President Toledo and throughout Alan Garcia's term as well. However, this growth was not coupled with a greater distribution of wealth throughout society or any popular support. They didn't even create social policies with the resources raised. Chile is a country that, along with Uruguay, Costa Rica, and Argentina, was one of the least unequal countries on the continent. With the return to democracy, the country improved despite the Pinochet legacy, however it saw a major decline in comparison with the 70s. Today it is a profoundly unequal country even as its wealth has increased. In Mexico—the country often compared to Brazil and Argentina, above all due to its size—after choosing to sign on to the Free Trade Agreement with the United States, 90% of its trade is now with that country. You don't have to be psychic to imagine the size of the crisis that this relationship is moving toward. Mexico's gross domestic product (GDP) has already diminished and it has had to return to the IMF for assistance.
To what do you attribute these different effects of the international crisis?
It has to do with the diversification of international commerce. Today, the United States is no longer the most important country for Brazil; it's the second most important. And for the continent as a whole, the United States makes up around 25% of external trade. Secondly, the intensification of interregional exchange has been very important and is seen most clearly in Brazil, Argentina, and Venezuela. Third, the popular consumption within internal markets has been significant. The diminishing of the relative importance of exports, even increasing in absolute terms, allowed for the existence of distinct forms of capital creation and diversified possibilities. These are the factors that allowed the continent to practically save itself from the crisis.
What is the perspective for those that have been most affected?
The most affected countries—due to the importance of exports—did not have diversified economies or a sufficient internal market to be able to reengage in development. That is the issue in Bolivia, Venezuela, and Ecuador, especially because of dependence on oil. What is clear now, as seen through the Chinese model, is that economic development is linked to the weight placed on the internal market and is substantially dependent on it. In any case, the export of gas is very important as well and is a resource that neither Brazil nor Argentina have.
What errors can you point to in the steps taken by the center-left?
I would say that Brazil—and I would assume you could make similar conclusions with respect to Argentina—will leave three negative legacies: first, the hegemony of financial capital; second, the agribusiness model; and third, the dictatorship of privately-owned media. In some countries one of these factors will have larger consequences than others. The error was in not having an alternative model in these aspects, in not having significantly diminished—in the case of Brazil they have recently begun doing this—the interest rates in order to be less attractive to financial capital. The crisis arrived—despite the fact that it was not created here—due to the dependence on international credit, and in addition there was a flight of capital, a decrease in exports, and the internal market was dispersed. So, in order to come out of the crisis there needs to be more regulation of financial capital, emphasis on the importance of regional integration and internal markets, as well as an alternative policy based on public opinion.
Are they doing enough in these respects?
Latin America has seen more advances than any other region in the world, but not at the necessary level. It should have advanced in the creation of a unique currency and used integration in social contexts. It is necessary to do away with the narrowest forms of integration such as commercial trade, economics, and finances and move toward other issues like the media, culture, technology, education. The region has advanced slowly and in part as a result of the crisis.

El maíz transgénico está contaminando el maíz no transgénico en Uruguay, según ha determinado un estudio titulado "Interpolinización entre cultivos de maíz transgénico y no transgénico comerciales en Uruguay", llevado a cabo por investigadores de las facultades de Agronomía, Química y Ciencias de la Universidad de la República.
Uruguay es el cuarto productor de transgénicos a nivel mundial, sostiene el Servicio Internacional para la Adquisición de Agri-Aplicaciones de la Biotecnología (ISAAA). En 2003 se autorizó en el país el maíz transgénico MON 810 y al año siguiente se autorizó el segundo maíz transgénico, BT11. Están siendo sembrados para fines comerciales y de uso humano y animal. En la zafra 2007/08, el maíz transgénico ocupó una superficie de casi 100 mil hectáreas (casi 250 mil acres), equivalente al 16% de los cultivos de verano en el país.
El estudio fue financiado por REDES—Amigos de la Tierra Uruguay, a través del Programa Uruguay Sustentable. El 28 de septiembre los ambientalistas enviaron el estudio y una carta adjunta a todos los ministros que forman parte del Gabinete Nacional de Bioseguridad y a la presidencia de la Comisión para la Gestión del Riesgo, en la que manifestaron su preocupación.
Los autores plantean que el estudio muestra el fracaso de la política del gobierno de promover una llamada "coexistencia regulada" entre cultivos transgénicos y sus contrapartes no transgénicos. Según esta política, una separación de 250 metros entre una siembra transgénica y una no transgénica es suficiente para evitar que el polen transgénico fertilice los cultivos no transgénicos. El estudio documentó varios casos de contaminación transgénica en los que la distancia de aislamiento excedía los 250 metros.
Además de maíz transgénico, Uruguay tiene soya transgénica, y desde su aprobación por las autoridades en 1996 la expansión de su área cultivada ha sido extremadamente veloz. Entre las temporadas de siembra de los años 2000/01 y 2007/08, su área cultivada pasó de 10,000 a 462 mil hectáreas (sobre 1.14 millones de acres). Hoy día la soya transgénica ocupa 75% del área de cultivos de verano y es el cultivo de mayor extensión en el país, informa la organización ambientalista RAPAL-Uruguay.
"El modelo basado en la utilización de semillas transgénicas—siembra directa y utilización de un amplio paquete de agrotóxicos—ha determinado grandes impactos a todo nivel", según RAPAL-Uruguay. "Algunos de los impactos sociales han estado determinados por una fuerte concentración y extranjerización de la tierra y suba del precio de la tierra, provocando así la expulsión y desaparición de pequeños productores de sus campos. Entre los impactos ambientales se encuentra la degradación y erosión de los suelos y la contaminación, habiéndose constatado numerosos casos de mortandades de abejas y de peces. El aumento de los agrotóxicos ha sido de entre el 300 a 500%."
Se siembran cultivos transgénicos en 18 de los 19 departamentos de Uruguay. El único departamento sin transgénicos es el de Montevideo. A pesar de ser hogar de casi la mitad de la población de la república, el departamento de Montevideo tiene una importante producción de hortalizas y frutas. El área rural de Montevideo provee sobre la mitad del consumo nacional de hortalizas de hoja, como espinaca y lechuga; más de la cuarta parte de las manzanas, duraznos, peras y ciruelas, y además importantes porciones de la producción nacional de limones, uvas y tomates.
La posible entrada de soya y maíz transgénico al departamento de Montevideo tiene a muchos ambientalistas preocupados.
"Montevideo se encuentra sitiado desde los últimos años por la soja y el maíz transgénico", advierte RAPAL-Uruguay. "La introducción de cultivos transgénicos en el departamento de Montevideo significaría abrir una brecha al único departamento libre de estos cultivos y resultaría en la expulsión de pequeños granjeros horticultores y fruticultores y poblaciones enteras serán desplazadas a la ciudad huyendo de los bombardeos de agrotóxicos al verse imposibilitados a continuar con su producción."
En 2002 la junta departamental de Montevideo aprobó una resolución que prohibe la siembra y/o importación de semillas y cultivos transgénicos. RAPAL le exhorta a la junta a mantener vigente esta prohibición y que no se quede en papel solamente.

2. Nicaragua: No hay soberanía alimentaria sin semillas criollas

En Nicaragua la campaña Semillas de Identidad promueve y desarrolla iniciativas, conocimientos y tecnologías de desarrollo local, basadas en el manejo sustentable de la biodiversidad y el intercambio de conocimientos tradicionales, con miras a contrarrestar el monopolio, la dependencia y la enajenación de semillas criollas. Semillas de Identidad, producto de una colaboración entre varias organizaciones no gubernamentales, también cuenta entre sus propósitos el provocar un debate público con diferentes sectores de la sociedad sobre la problemática de los recursos genéticos y los cultivos transgénicos.
Mediante ferias de semillas y alimentos criollos, muestran y promueven en los consumidores y representantes del gobierno las variedades de semillas criollas, acriolladas y los alimentos derivados de las mismas, así como la importancia de promover su rescate a través de políticas nacionales y leyes específicas.
"Hemos identificado 250 variedades entre maíz y frijoles. Un patrimonio genético sumamente importante para Nicaragua que constituye la base de la alimentación y la seguridad alimentaria del país. Se trata de un inventario vivo que día a día vamos actualizando", dijo Lucía Aguirre, representante de la organización Swissaid, que forma parte de la campaña.
"Aproximadamente 20 mil familias nicaragüenses ya están trabajando en el rescate de las variedades criollas, y en el 80 por ciento del área cultivada con granos básicos se utilizan semillas criollas y acriolladas", informó Aguirre en entrevista con REL-UITA. "En el país ya existen más de 160 bancos de semillas, atendiendo a 3 mil familias campesinas y garantizando las semillas para la siembra de los diferentes ciclos agrícolas."
Semillas de Identidad está en proceso de establecer parcelas de propagación de semillas y de caracterización agronómica, para así ofrecer a las instituciones académicas y de gobierno los datos completos de las diferentes variedades de semillas y usarlas en los programas ministeriales. La campaña también promueve ordenanzas municipales en pro de las semillas criollas y en contra de la introducción de semillas transgénicas.
"Con la campaña se sensibiliza sobre los riesgos que conlleva la introducción de semillas transgénicas, haciendo énfasis en la riqueza genética que tiene nuestro país. Nosotros ya tenemos la respuesta a las necesidades de producción y a la seguridad alimentaria, y no necesitamos importar semillas con un alto riesgo ecológico y que atentan contra la economía campesina", explicó Aguirre.
A nivel nacional, Semillas de Identidad cabildea por una ley de bioseguridad y una ley de biodiversidad, para complementar la recién aprobada Ley de Soberanía y Seguridad Alimentaria y Nutricional.

3. Holanda y la soya (ir)responsable
La Mesa Redonda de Soya es una iniciativa de la agroindustria
para legitimar y expandir el monocultivo de soya en Suramérica.

El Grupo de Reflexión Rural de Argentina, La Soja Mata, Toxic Soy y Salva la Selva están haciendo campaña para que el gobierno holandés se retire de la Mesa Redonda de Soya (o soja) Responsable. Esta mesa redonda (RTRS, por sus siglas en inglés) es una iniciativa de la agroindustria para legitimar y expandir el monocultivo de soya en Suramérica, con unos supuestos criterios de sustentabilidad y responsabilidad social.
Las cuatro veces que la RTRS se ha reunido, ésta ha tenido el rechazo total de la sociedad civil, organizaciones no gubernamentales (ONGs) y comunidades afectadas por el monocultivo soyero. En abril de 2009, 90 organizaciones y redes activistas firmaron una carta de repudio contra la Mesa Redonda, en la que se declara categóricamente que el monocultivo de soya nunca puede ser sustentable o responsable.
Los impactos ambientales del monocultivo soyero incluyen "pérdidas de bosques y sabanas debido a la destrucción directa que provocan los monocultivos de soja, el desplazamiento de la agricultura existente (en particular las explotaciones ganaderas y los pequeños propietarios agrícolas); pérdidas relativas a la biodiversidad; emisión de los gases de efecto invernadero a la atmósfera a través del cambio de uso de la tierra y el uso de fertilizantes que incluyen emisiones de óxidos de nitrógeno; erosión del suelo, perturbación de la superficie, agua freática y pautas de precipitación", dice la carta.
Añade que "Los criterios y los principios de la RTRS son también demasiado débiles para proteger la integridad y biodiversidad del Amazonas, Cerrado, Chaco y otras regiones de una degradación inmediata, severa e irreversible. El Amazonas, Cerrado, Chaco y otras regiones están bajo la amenaza inmediata de una constelación de prácticas agrícolas perjudiciales y de impactos sociales... para lo cual el cultivo de soja es un factor central. Los principios y los criterios del RTRS no son suficientes para enfrentar estas cuestiones con eficacia."
La campaña se intensificó este mes, cuando en espacio de una semana se reportó en Paraguay las muertes de seis indígenas Mbya Guaraní por intoxicación con agrotóxicos utilizados en la producción de soya, y la de un campesino en un conflicto de tierras con un latifundista productor de soya.
"En Argentina, la población directamente afectada por las fumigaciones se ha organizado en la Campaña Paren de Fumigar para denunciar a la industria sojera", dice una carta abierta de la campaña contra la RTRS dirigida al gobierno holandés. "La salud de los pueblos en estos países se está resintiendo gravemente. Y la solución no está en años de discusiones en Mesas alejadas física y moralmente de esta realidad... La RTRS no es una iniciativa legítima, ya que muy pocas ONGs y ningún movimiento campesino ni comunidad indígena de Sudamérica ofrece su apoyo a la misma."

4. Bolivia: Tribunal Internacional de Justicia Climática
En este mes de octubre toma lugar en la ciudad boliviana de Cochabamba la primera audiencia del Tribunal Internacional de Justicia Climática, previo a la VII cumbre de los países de la Alternativa Bolivariana para América Latina y el Caribe (ALBA). La iniciativa sancionará "moralmente" a los responsables de los crímenes climáticos, y sus conclusiones serán presentadas ante las Naciones Unidas, según un reportaje de Radio Mundo Real. El tribunal surge de un acuerdo tomado en la IV Cumbre Continental de Pueblos y Nacionalidades Indígenas del Abya Yala (Puno, Perú, mayo del 2009).
En su Primera Audiencia, el Tribunal recibirá denuncias contra las corporaciones Doe Run y Minera Volcán de Perú, la organización Face Profafor, los Gobiernos de Suramérica que desarrollan los megaproyectos de la Iniciativa para la Integración de la Infraestructura Regional Suramericana (IIRSA), y una empresa que produce etanol en el Valle del Río Cauca de Colombia.
"Face Profafor es un proyecto de la empresa europea Face y el gobierno ecuatoriano, que ha tomado extensas áreas para plantar pinos y otras especies exóticas en el marco de los 'créditos de carbono', causando impactos a las comunidades locales", dice la Coordinadora Andina de Organizaciones Indígenas, que participó en la creación del tribunal. "La producción de etanol en el valle del Cauca, en Colombia, es similar, con el cultivo masivo de caña de azúcar para producir agrocombustibles. Ambos se inscriben dentro de las 'falsas soluciones' al cambio climático, que en lugar de revertir el calentamiento global impactan en la biodiversidad y los derechos de los pueblos."
El tribunal "permitirá denunciar en este espacio de 'vigilancia social' la ausencia de convenios internacionales que realmente sancionen a los responsables de la destrucción del planeta... Las organizaciones buscan, a partir de esta experiencia, construir un 'sistema vinculante' que castigue los 'crímenes ambientales y las grandes tragedias humanas' provocadas por 'intereses financieros y mezquinos'", informa Radio Mundo Real.

Translation - English 1. Uruguay: Genetically Modified Invasion
Genetically modified (GM) corn is contaminating the non-GM corn in Uruguay, according to a study titled "Inter Pollination Between Genetically Modified and Non-Genetically Modified Commercial Corn in Uruguay" carried out by researchers from the departments of Agronomy, Chemistry, and Sciences at the University of the Republic.
Uruguay is the fourth producer of GM products in the world, according to the International Service for the Acquisition of Agri-biotech Applications (ISAAA). In 2003 the production of GM corn MON810 was authorized in the country and the following year a second strain of GM corn was authorized, BT11. These varieties are being planted for commercial purposes as well as for human and animal consumption. During the harvesting season of 2007-2008, GM corn took up almost 100,000 hectares (around 250,000 acres) of agricultural lands, equivalent to 16% of the summer crops in the country.
The study was financed by the Social Ecology Network (REDES—Amigos de la Tierra Uruguay) through the Sustainable Uruguay Program (Programa Uruguay Sustentable). On Sept. 28 the environmentalists sent the study and an attached letter, in which they expressed their concern, to all of the ministers that make up the National Biosafety Cabinet and to the president of the Commission for Risk Management.
The authors of the study maintained that the results demonstrate the failure of the government's policy in promoting so-called "regulated co-existence" between GM crops and their non-GM counterparts. According to this policy, a distance of 250 meters between GM and non-GM crops is sufficient to avoid GM pollen fertilization of non-GM crops. The study documents various cases of GM contamination in crops that were planted at a distance further than the government suggested 250 meters.
In addition to GM corn, Uruguay also has GM soy and since its approval by authorities in 1996, the area of agricultural land planted with the GM soy has rapidly expanded. The period between the planting season of 2000-2001 and 2007-2008 the area of agricultural lands planted with GM soy grew from 10,000 ha to 462,000 ha (more than 1.14 million acres). Today, GM soy makes up 75% of the country's summer crops and is the number one crop in terms of expansion, reports the environmentalist organization Latin America Pesticide Action Network (RAPAL-Uruguay).
"The model based on the use of GM seeds—direct seeding and the use of a wide range of agro-toxins—has created major impacts at every level," according to RAPAL-Uruguay. "Some of the social impacts have been created by the intense concentration of and transfer to foreign ownership of the land. The price of land has risen, provoking the eviction and disappearance of small farmers from their lands. Among the environmental impacts are soil erosion and degradation as well as its contamination, inducing the growing bee and fish mortality rates. The increase in the use of agro-toxins has been between 300% and 500%."
Eighteen of the 19 Uruguayan departments have seen the planting of GM crops. The only department that does not have GM crops is Montevideo. Despite being home to more than half of the population of the republic, the department of Montevideo is also a center of important vegetable and fruit production. The rural areas of Montevideo provide more than half of the national consumption of leafy greens such as spinach and lettuce; more than a quarter of apples, peaches, pears, and plums consumed in addition to providing a large percentage of limes, grapes, and tomatoes.
The possibility of GM soy and corn's entrance into the department of Montevideo has many environmentalists concerned.
"Montevideo has been a target of GM soy and corn for the past few years," warns RAPAL-Uruguay. "The introduction of GM crops into the department of Montevideo would signify the opening of a gap in the only GM-free department for these crops and would result in the expulsion of small vegetable and fruit farmers. Whole populations will be displaced and move to the city as they are drowned in a bombardment of agro-toxins, making it impossible for them to continue their production.
In 2002 the department junta of Montevideo approved a resolution that prohibits the planting and or importation of GM seeds and crops. RAPAL urged the junta to remain firm on this prohibition and ensure that it is enforced.

2. Nicaragua: Food Sovereignty Does Not Exist Without Native Seeds

In Nicaragua, the campaign Seeds of Identity (Semillas de Identidad) develops and promotes information on and technology for local development based on the sustainable use of biodiversity and the exchange of traditional knowledge with an eye on counteracting monopolies, dependence, and the loss of native seeds. Seeds of Identity, the product of collaboration among various NGOs, also has as one of its objectives the creation of a public debate with different sectors of society on the issue of genetic resources and GM crops.
Through seed fairs and native foods, they promote and demonstrate the variety of native and domesticated foreign (acriolladas) seeds and the foods that are derived from them to the consumer and government representatives. They also highlight the importance of promoting the rescue of these seeds through national policies and specific laws.
"We have identified 250 varieties of corn and beans. The creation of a genetic patrimony that constitutes the foundation of food production and food security in the country is of utmost importance for Nicaragua. It should consist of a live inventory that is updated daily," said Lucía Aguirre, representative of the Swissaid organization which forms part of the campaign.
"Approximately 20,000 Nicaraguan families are already working to rescue the many varieties of native seeds and 80% of agricultural land that is planted with basic grains is utilizing native and domesticated foreign seeds," reported Aguirre in an interview with the Regional Latin American Secretariat of the International Union of Food Workers (Rel-UITA). "More than 160 seed banks already exist in the country, attended by 3,000 campesino families, and they guarantee the seeds for use during the different agricultural cycles."
Seeds of Identity are in the process of establishing plots with of an agronomy character for the propagation of seeds in order to offer complete data on the different seed varieties to academic institutions and the government for their use in ministerial programs. The campaign is also promoting municipal regulations that are pro-native seeds and against the introduction of GM seeds.
"Through the campaign we are making the people aware of the risks that come with the introduction of GM seeds while putting emphasis on the great genetic wealth of our country. We already have the answers to production necessities and food security. We don't need to import seeds that carry a high ecological risk and threaten the campesino economy," explained Aguirre.
At the national level, Seeds of Identity is advocating for a bio-security law as well as a biodiversity law to complement the recent approval of the Food and Nutrition Sovereignty and Security Law.

3. Holland and (Ir)responsible Soy

The Rural Reflection Group of Argentina (Grupo de Reflexión Rural de Argentina), Soy Kills (La Soja Mata), Toxic Soy, and Rainforest Rescue are starting a campaign directed toward the Dutch government urging it to leave the Round Table on Responsible Soy (RTRS). The round table is an agribusiness initiative to legitimize and expand soy monoculture in South America. Some of its supposed criteria are sustainability and social responsibility.
The civil society, NGOs, and communities affected by soy monoculture have rejected the RTRS every one of the four times that it has met. In April of 2009, 90 organizations and activist networks signed a letter repudiating the round table. The letter declares that soy monocultures will never be sustainable or responsible.
According to the letter, the environmental impacts of soy monocultures include "Environmental degradation, including: loss of forests and savannahs due to direct destruction by soy monocultures or displacement of existing agriculture (particularly cattle ranching and small holder agriculture); related losses of biodiversity; release of greenhouse gases into the atmosphere through land-use changes, fertilizer use including NOx emissions; soil erosion and disruption of surface and ground water and rainfall patterns …"
The letter goes on to say, "RTRS principles and criteria are too weak to protect the integrity and biodiversity of the Amazon, Cerrado, Chaco, and other regions from immediate, severe, and irreversible degradation. The Amazon, Cerrado, Chaco, and other regions are under immediate threat from a constellation of damaging agricultural practices and social impacts, as described above, for which soy cultivation is a core enabling factor. The RTRS principles and criteria cannot and will not effectively address these issues."
The campaign has intensified this month when in the space of a week the deaths of six indigenous Mbya Guaraní were reported in Paraguay due to intoxication from agro-toxins used in soy production. In addition, a campesino was killed in a confrontation with a soy plantation owner.
"In Argentina, the population that is directly affected by fumigations has begun the Campaign to Stop Fumigation (Campaña Paren de Fumigar) in order to denounce the soy industry," relates an open letter from the campaign against the RTRS sent to the Dutch government. "The health of the people in these countries is seriously affected. The solution will not be found in years of round table discussions held at a physical and moral distance from the reality … The RTRS is not a legitimate initiative as shown by the very few NGOs and not one South American campesino movement or indigenous community that have offered their support for it."

4. Bolivia: International Climate Justice Tribunal
This October, the Bolivian city of Cochabamaba will be the seat of the First Hearing of the International Climate Justice Tribunal held before the ALBA (Alternativa Bolivariana para América Latina y el Caribe) countries meet for their 7th Summit. The initiative will "morally" sanction those responsible for climate crimes and their conclusions will be presented before the United Nations according to a report by Radio Mundo Real. The tribunal was born out of an agreement made during the IV Continental Summit of the Indigenous Peoples and Nations of the Abya Yala (IV Cumbre Continental de Pueblos y Nacionalidades Indígenas del Abya Yala) held in Puno, Peru in May 2009.
In its First Hearing, the Tribunal will receive complaints against the Doe Run and Miner Volcán de Perú corporations, the Face Profafor organization, the governments of South America that develop the megaprojects that fall under the Initiative for the Integration of Regional Infrastructure in South America (IIRSA), and a company that produces ethanol in the Cauca river valley in Colombia.
"Face Profafor is a project of the European company Face and the Ecuadorian government that has taken over extensive areas for the planting of pines and other exotic species within the framework of 'carbon credits,' resulting in impacts on the local communities," states the Andean Coordination of Indigenous Organizations (Coordinadora Andina de Organizaciones Indígenas) that participated in the creation of the tribunal. "The production of ethanol in the Cauca river valley in Colombia is similar due to the massive cultivation of sugar cane to produce biofuels. Both fall under the category of 'false solutions' to climate change. Instead of reversing global warming they incur major impacts on biodiversity and the rights of the people."
The tribunal "will permit within this space of 'social vigilance' denunciations of the absence of international conventions that truly sanction those responsible for the destruction of the planet … Through this experience, the organizations seek to create a 'linked system' that punishes 'environmental crimes and great human tragedies' incurred by 'financial and narrow-minded interests,'" reports Radio Mundo Real.

Ending Gang Enforcement & Criminalization
Stop the Injunctions Coalition in Oakland, CA.
Background: Gang Injunctions are a policing strategy equivalent to a civil lawsuit or restraining order filed against an entire neighborhood or geographic area. Creating and naming an area a “gang zone,” the police can then create a list of people to target under the injunction for violations of the injunction that include curfews, not being able to associate with friends and family, restructuring one’s movement & ability to be in public in their own neighborhood or place of work, etc.

1. Assess Your Conditions
- Resistance to policing embedded in the culture of Oakland from the legacy of the Black Panthers to sideshows and Scraper Bikes.
- The city council is generally multiracial, mostly made up of middle-class representatives. The city council tends to be moderate to conservative regarding policing and criminalization. City council members of color had a history of liberal approaches to “improving relationships between the Oakland Police Department (OPD) and community” that focused on recruitment of people of color & cultural competency or “sensitivity” trainings.
- Before Oscar Grant (2009) most organizing focused on lawsuits after individual instances of police violence & Civilian Review Boards of the OPD. There hadn’t yet been an Oakland-based campaign that targeted a specific strategy or part of the system of policing.
- 13 people killed by OPD from 2007-2008:
- Gary King Jr. lived in & killed in the same neighborhood as the first gang injunction (Sept 2007)
- 8 people before Oscar in 2008 including Andrew Moppin, Lesley Xavier Allen, Casper Banjo, Jose Luis Buenrostro Gonzalez, Mac “Jody” Woodfox, Anita Gay
- Police had an incentive for killing people: OPD cops get 30-days paid-leave vacation with their families when they kill someone.
- In February 2010, City Attorney John Russo announced a plan to introduce 11 gang injunctions to Oakland. The first was slated for North Oakland in a historically Black community bordering the aggressively gentrified shopping district known as "Temescal."
2. Identify a Strategic Issue & Goal
- When the North Oakland injunction was announced, political organizations, community members, lawyers, and some defendants came together to organize against it, with the understanding that policing is never a solution to neighborhood issues.
- We researched the history of gang injunctions, connecting with organizers in Los Angeles and San Francisco for lessons and tips for organizing against injunctions.
- Oct 2010: Fruitvale injunction is announced for predominately Latinx/immigrant community.
- Issue Goal: stop implementation of all injunctions. Taking on this issue clearly met all of the guiding questions of this step to developing a strong campaign: high-impact, makes a difference in the lives of people most impacted by the PIC, changes relations of power, is timely, etc.

- What are some things you may be assessing for?
- What are some considerations for giving help?
- What strategies might you use?
Notes: This scenario raises the question of what it means to be a neighbor in a gentrified community. It is not uncommon that houseless persons are targeted by home-owning or renting residents for making use of public space, whether it be parks, alleyways, or sidewalks, in ways that were not intended. Get to know local organizers in your community who work against the criminalization of people experiencing homlessness.
Scenario 2
You are walking around town and you notice someone is angry, yelling at many passers-by and walking into traffic. You hear another person saying that someone should call the police on them.
- What are some things you may be assessing for?
- What are some considerations for giving help?
- What strategies might you use?
Notes: It’s important to know your boundaries when it comes to intervening with intimidating persons who verbally harass or threaten those around them. In all honesty, you may not feel safe intervening. And even if you don’t feel safe, you may have no other option than to directly confront an intimidating person. In any case, if you feel capable of a confrontation, consider the attentiveness of people surrounding you, and ask the person what is going on with them.
While there are conversations about having mental health professionals respond to moments such as this, instead of police. We have to be careful of reformist promises that subtly work to replace police with “police” under a different name. Know people in your community who could help respond to these kinds of scenarios.
