An office/department with specialist knowledge which advises/oversees different institutions, perhaps especially in the public sector.
It could for instance be a department/office with psychatric specialists who can give advice to a school for mentally handicapped children and see to it that they work in accordance with the latest research.
E.g.: "Juridisk-Teknisk Kontor er et fagkontor i Magistratens 2. Afdeling i Århus Kommune"

There are many possibilities. This is possibly the most general. Such a unit does not necessarily play a supervisory role or offer advisory services.

Comment: "The thing that sprang to my mind was something like 'the China desk' or 'the Sudan desk' in say, a Foreign Ministry or a Chamber of Commerce. These are called 'specialist desks', but I don't think I can use 'desk' here. I may end up with Per's 'office' or one of your suggestions."
