Probably it refers to a priest (ministro)> Reverend Father / Most Reverend Father. If we had the whole sentence, we could be more precise.

Of course, I put Reverend(issim)o Domino in the ablative/dative, since it hat to go with "ministro" - which is most probably an ablative preceeded by "a/ab", meaning the priest by whom the baptism was ministered.
