Lobbyist er en person som driver lobbyvirksomhet på vegne av seg selv, en organisasjon eller en interessegruppe. Begrepet profesjonell lobbyist brukes på en person som på bestilling foretar lobbyvirksomhet med grunnlag i spesiell kunnskap om sak eller gode relasjoner i politiske miljøer.
