I absolutely agree! My native language has at least 20 different terms which could be used to translate 'appeal'! Unfortunately, very often we are expected to work with 'contextless' phrases, only because these are grammatically correct and therefore translatable!

Hello! I would say it will be rather general meaning. This will be used in reply letter to a person apealling against a parking fine.

Context please! You need to give some kind of context here, or you will be suffering from the "garbage in - garbage out" syndrome ;) Appeal has several different meanings, from legal content to more general.

Since it's a complaint against a fine, it's natural to use "klage" here. "Reasons" in this context is "begrunnelse" in Norwegian.
