sangat mabuk / sangat khayal

More context is needed. High from what? This is clearly a feeling of euphoria. If high by hard drinks, then mabuk. If high by drugs, then khayal. See KIMD.

euphoria berlebihan; tersangat/terlalu euphoria

suggestion is based on:

- since it's a medical term, i'm guessing that this is symptom of bipolar disorder [aka manic depressive illness] in which the illness is described as an ongoing combination of extremely high (manic) and low (depressed) moods.

- even if term has nothing to do with manic depression but with the effect of ingesting drugs, "euphoria berlebihan/tersangat/terlalu euphoria" can still be used.
