Depending on your text, if it is a psychology text, then "Emosi yang tidak stabil" or "Emosi yang kurang stabil". If it is a novel, then "Perasaan yang tidak ketenteruan" can be used.
Both expression refers to the emotional upheavals, but "Perasaan yang tidak ketenteruan" is more general. It can refers to up and downs, and it also gives the reader an impression that the person suffers from an emotional breakdown, where he or she is unsure of her own feelings.
