"The Web Automated Merchant Reporting System (AMRS) is a database system for the storage, retrieval, and output of ship movement records, as well as additional data related to ship movements."
Can "Merchant" translated as "بحري"? I am asking this because the whole project is all about ships.
My suggested translation is "نظام التقارير التجارية الإلكترونية" is it OK to translate "merchant" here as "تجارية" and not "بحرية" ?

This is an attempt to encapsulate the meaning of:
حركة السفن التجارية أو النشاط البحري التجاري
Both of which also apply, but maybe a bit wordy. Suggestions for the whole expression could be:
نظام بيانات الملاحة البحرية
نظام متابعة الملاحة البحرية
المتابعة المعلوماتية للملاحة البحرية
As a sidebar on the subject, we can use a little liberation from the restrictive mental effect of always assuming that report=تقرير. This is no different from assuming that signing-in has to mean writing down one's signature. For example, "reporting to work" has little to do with filing a report.

2. You have set yourself between two untenable choices: تجاري and بحري
