Yes,but "I'm watching you" is negative,unless when said jokingly or in a sarcastic way.You should've seen De Niro in Meet the Parents when he used to say "I'll be watching you, studying your every move" to an actor,and holds two fingers before his eyes :D

: The asker's comment to Mohamed clarifies the context... Since it's a slogan, I think it's better to keep it short: الناتو في ريجا - جورج، أنا أراقبك! And of course the exclamation mark should be on the other side of the sentence, but we can't control it!
