Rights are freedoms from oppression by the state or by society (through ethnicity, religion and gender). These rights do not entail government handouts. Entitlements, however, are welfare measures entailing government handouts. Rights are not limited by budget constraints, but entitlements are. So, rights are universal but entitlements are not.

Συνήθως τα entitlements είναι κοινωνικά δικαιώματα, social rights. Τα οποία όμως εδώ ο συγγραφέας χωρίζει σε entitlements και legal standards. Για να κάνει διαφοροποιήσεις μεταξύ της νομοθετικής και της δικαστικής εξουσίας;
Δυστυχώς δεν έχω τις γνώσεις για δικαιική συζήτηση σε αυτό το επίπεδο. Υπάρχει ένα φόρουμ που λέγεται Lexilogia, όπου ίσως βρεθούν κάποια μέλη με διάθεση να παίξουν με αυτές τις λεπτές διαφορές έτσι που θέλει να τις ορίσει ο συγγραφέας. Πιθανότατα θα χρειαστεί και περισσότερο κείμενο.
