In the 1923 police records of the city of Leipzig, Germany, I found this notation concerning a man, whose whereabouts were in question. He had been expelled from Leipzig:
1. Fahndung A auf (man's name)
2. Ausschreiben i. S. Fahnd-Blatt
3. Mitteilung an das Stat. Amt beizulegen.
(man's name) zur Fahndung A gestellt.
I'm assuming this person was being placed on a "wanted list" of sorts, and the "S. Fahnd-Blatt" may have been some sort of publication, perhaps "Sächsisches Fahnd-Blatt"???

i.S. here seems to refer to in terms of, or as can be seen on/in. So thy have to make an announcement, and the way it is being done in this case is by wanted poster. Ccould be mandatory or not, to do it this way or to even make an announcement, but likely mandatory, and the manner in which it is done, in this case by wanted poster, could be optional - other options could be to put an advertisement in the newspaper for example.
