Can you provide more context? As you can tell from the range of suggestions, beläggning can be pretty much anything. To my ears it sounds like they're planning on recruiting staff and have beläggning (workload) sufficient for between 2 and 4 people.

yes it can mean staff working on a project

This probably refers to the accommodation for the staff mentioned.

In hotel terms beläggning refers to occupancy of rooms, ans can also mean reservation.
