workload
Can you provide more context? As you can tell from the range of suggestions, beläggning can be pretty much anything. To my ears it sounds like they're planning on recruiting staff and have beläggning (workload) sufficient for between 2 and 4 people.
Note from asker:
Unfortunately the text is written with great economy of words and there is nothin else to take adavantage of. |

Comment: "Yes, it makes more sense here. Thank you very much for all your suggestions."
1 hr
funding
as in: funding for these employees over a given period
-1

recruited staff
yes it can mean staff working on a project
Example sentence:
vi har låg beläggning på veckoslutet
we are short of staff on weekends
2 hrs
accommodation
This probably refers to the accommodation for the staff mentioned.
In hotel terms beläggning refers to occupancy of rooms, ans can also mean reservation.
