I went all over the web to find this "fazzoletto" and found "gonne fazzoletto" and it all come together. Imagine holding a handkerchief by one corner; cut it in half and you end up with a pointy layer that, if applied to a skirt with many others, will form flounces.
They have been in fashion before; an inheritance from the "hippie" fashion.
And, of course, I could be completely wrong. lol

I think its referring to a jet printing method for applying patterns to pleated skirts or to the edges of 'handkerchief' skirts (with typing errors)
