Given that the aim of the course is to train someone with experience in a technical field and equip them to supervise or manage, any one of the above terms could be a suitable equivalent to "työteknikko". Shop manager is the person on the workshop floor who ensures that a technical product is made to a standard. Technical supervisor or team manager could be for a white-collar position, a desk job for example.

technical foreperson (foreman/forewoman)
This is a qualification that can be achieved by attending a training course, organised by an independent adult education training institute. So there is probably not any fixed equivalent for this "degree" as there hardly is just similar kind of education in other countries. This is so-called "näyttötutkinto" where the students (usually along with their work) attend lectures on ca. 10-20 days/year, do independent homework and attest their skills and knowledge by personal demonstration work.
