It is an item in the form of the birth certificate. I understand it as the population register, where the person is registered. What is meant by this? Are there separate registers?

Local register office of population registration

This expression is actually a relic.

There used to be local registers, handwritten books, in every community. Nowadays there is only one nationwide population register and local register offices only have access to this common register.

On the hand, it is conceivable that there are virtual local population registers using the one and same nationwide database.

In English these "väestörekisterit" seem to call themselves "local register offices"

Population register of record

Population registers can be parish or municipal registers. The register of record identifies the register in the case of each individual. Kirjoilla Helsingissä means registered in Helsinki.
