I would not necessarily call this an antonym. This is merely a contrasted term. Not every term has an antonym.
A target of opportunity is one that is not part of the original plan, but is taken because it presented itself as an irresistibly attractive opportunity, one that could not reasonably be passed up.
Contrasted with that are all the targets that are part of the original plan.

o hadef mukhtaar هدف مختار
o hadef musejjil هدف مسجل
