The expression above is taken from Peter Newmark's A textbook of Translation. It talks about translation and its theories. On page '23': the paragraph in which the expression appears is:
Does this mean, as Seleskovitch claims, that the (SL) words disappear or that you deverbalize the concepts' (Delisle)? Not at all, you are working continuously on two levels, the real and the linguistic, life and language, reference and sense, but you write, on the linguistic level, where your job is to achieve the greatest possible correspondence, referentially and pragmatically, with the words and sentences of SL text.

i'm afraid the other suggested equivalents are prone to be mistaken because of the so-called 'drawback of synonymity' (آفة الترادف), with such common idioms as "instrumentalistically" for ذرائعيا, and "semantically" for دلاليا.
