The first part of the added text (in English) is incongruous with the second part (in Arabic). You need to post the full sentence in Arabic. Do not translate it for us. And please post the Arabic text in Arabic script, or at least transliterate accurately

I think it is الحقوق العينية التبعية without واو العطف

الحقوق العينية قسمان
1. الحقوق العينية الاصلية: كحق الملكية للدار التي اشتراها الإنسان بصورة قانونية أو شرعية.

2. الحقوق العينية التبعية: كحق الانتفاع بالدار التي تملّكها الإنسان بعد شرائها.

When you post a question, please provide adequate context. We now know where the phrase is found, but we do not know how it is used in the document. Please provide enough material to bring out the intended meaning.

The two expressions that seem to correspond most closely (from Black's Law Dictionary) are the following:

Propietary Right: A right that is part of a person's estate, assets, or property, as opposed to a right arising from the person's legal status. This seems to fit the Arabic expression حق عيني

Accessory Right: A supplementary right that has been added to the main right that is vested in the same owner. For example, a servitude is accessory to the ownership of the land for whose benefit the servitude exists. This seems to fit the Arabic expression حق تبعي

I surmise that this text reads:

أقر البائع بخلو الأرض المبيعة من الديون والرهون وكافة الحقوق لدى الغير سوى العينية أو التبعية

The seller has acknowledged that the land (property) is free of debts, mortgages, and all third-party rights, other than proprietary rights or accessory rights.
