While substance policy narrative elements refer to a policy's implementation model, process narrative elements focus on power conflicts in a policy's life cycle. To demonstrate the empirical prevalence and usefulness of this analytical distinction, we conduct both quantitative and qualitative meso-level analyses on an exploratory case.

Public policy is a political program that has the goal of solving a societal problem (Howlett, 2009). To achieve this goal, an impact model must be conceived that defines various elements and establishes connections between them (cf. figure 1). These elements build the substance of a policy (or the policy design).
