banding analysis = an analyse that will result in determining "bands/groups" of employee - those worth keeping and those not worth keeping, and possibly few gradations in between.
IOW this is not an analysis of some already existing "bands/strata/groups", it's an analysis that will define these "bands", categorise employees in bands.

when your outdated MT can't see the difference between "to analyse in order to define bands" and "to analyse by already defined bands", all that is left as [quasi-] "argument" is to bang on about supposed "niceties of style" ....

: you missed the key difference - these bands/groups do not exist at the beginning of this analysis, they get defined/established by this analysis.
