I can judge by mistakes that this person is not a native Russian, he must be or Asian, or...a wild guess - from Africa. However, he could be from Afghanistan, many Afghani studied in Russian Military Academies, they became Taliban fighters later and they are called here "communist terrorists".

N № 1400 is a reference number and is given afterwards, when his document was accepted. There is no official paper with already stampted numbers on it, if that is an application.But it may be if an appeal is the case.

a good question... I wish I knew the answer. I'd assumed from the text he had gone to the office, but perhaps not. Would this change the answer? Thanks!

Sorry, if I... he was writing it at home, signed 2 марта and posted it? Or he wrote it in the OVIR office and handed it to the official himself (submitted) ?

Sorry-"написал заявление под регистрационным номером", if there is one number-should be one application/appeal/complaint.
