sometimes stamp duty legislation requires that each counterpart of a contract should be stamped with the appropriate stamp duty; in China, evidence that stamp duty has been paid is through the fixing of stamps (with the appropriate value) on the first page of the contract - other jurisdictions may require that the stamping be done by a Government department

neutral Dave Mayer : Instead of just "affix its own stamps", I'd say "affix and cancel its own stamps", because first you 貼 [affix] the revenue stamp, then you 銷 [cancel] it by rubber-stamping across the edge of the revenue stamp, to ensure that it won't be reused.

I disagree. The fact that you have affixed the stamps, which must stay on the document for evidentiary purposes, is sufficient. There is no need to "cancel" the stamps, you are taking the word too literally in this context.
agree DauWu : may be using "duty stamps" instead of "stampls" only. Some people do cancel by crossing the stamp with pen but not everyone does it.
