Если под Representative имеется в виду дистрибьютор/торговый агент, то полагаю, что под new distribution income подразумевается доход от сделок с новыми клиентами/потребителями, а existing distribution income - доход от сделок с постоянными клиентами. Соответственно, вознаграждение агента представляет собой процент от дохода по заключенным им сделкам, причем привлечение новых клиентов, скорее всего, стимулируется более высоким процентом.

Дык, так и получается, согласно вашему определению: доход от вновь заключенных сделок, доход от новых контрактов и т.п. В отличие от дохода по старым, ранее заключенным договорам.

"новой" и "существующей" -- не очень гладкие термины, лучше подобрать другие в соответствии с контекстом
