It seems they're telling people to keep using the current bus schedules until the changeover to the new schedule takes effect. Perhaps they are posting new schedules at the bus stops and they don't want to confuse people who may think the new schedules apply the moment they are posted.

It makes sense but it is NOT exactly what that paragraph exactly means.

What does"在调整期间" mean? Doesn't it mean a period of time? Why changing of bus schedule need a period of time? I think such a change happen at a point in time, which doesn't need to take a period of time.

Like I said above, they may be rolling out changes to the signage and website information. Maybe the departure and arrival times are changing, maybe the pickup and drop-off points are changing. It could well be that it will all be completed over the course of several days or weeks. We can only guess, but since information about these bus lines is contained on several websites and in several physical locations, it is doubtful that all of this information can be updated in a single instant.

I'm not in the position to comment on how well or how poorly the Chinese is written since I am not a native speaker, but I do understand it and I don't find it hard to translate. As I understand it, the point of the notice is not to let you know what changes are being made, but rather to make sure you keep using the old information until told otherwise. I understand it that way from the every beginning and my point is purely linguistic: A lack of writing skill is reflected from the notice on the part of the author: he or she seems to have difficulty in fully and clearly expressing what he or she means to say.
So it is not a matter about what I should do if I see this notice if I'm a regular Casino goer. I know I should stick to the schedule I have seen.

My assumption is that they are being value because the author is poor in Chinese writing, or the Chinese notice has been a translation from English. Both your assumptions and mine are assumptions at most, neither of which is well founded.
I just felt I wanted to vomit when I see this kind of Chinese writing on the newspapers.

Can you tell me what it means?
只是調整服務，其中綫路，時間表不在調整之列。但服務會有多種，如空調，收費，座位數目不多，沒有洗手間等。加上等待時間長了，因此要耐心。這廣告的對象明顯不是翻譯人，勿太認真。

I agree with Terence's understanding. Announcements of this nature are not uncommon in the U.S.. They act as a heads-up. It is mainly for awareness; so when the new schedule does go into effect, most customers are not completely caught off guard.

This phrase "2015年11月1日開始" indicates a period of time. Reading this, the reader would expect something to be happening during a period of time.
XXX大賭場將對發財巴士服務進行調整。XXX will adjust its bus services. the problem is, what does "adjust the service of ..."mean? What will be adjusted? How?
所有發財巴士綫路在調整期間會繼續沿用原有的時間表。During the adjustment, the old schedule will remain valid for all routes. 既然时间没有变，你到底想告诉我们什么？如果你已经确定新时间表投入使用的日期，为什么不说出来？ 如果还不知道，应该说：时间表近期会做出调整，敬请关注我们即将发出的新时间表及其生效日期。
非常感謝您的耐心等待。My God， 好像我很期待着它的调整一样。我都不知道你调整什么，我为什么要期待？

In that sense, I agree with you. The announcement only gives a heads-up of the future schedule change. It doesn't give an exact date of the changeover.
