Captain 2nd rank
This is the way it's always translated in US Defense Department documents

Well, I would use CDR, not LCDR, as the US equivalent
Look at it this way - there's only one rank between Капитан 2 ранга/Commander and the lowest admiral rank in both systems, Капитан 1 ранга/Captain.

Maybe I wasn't clear Svetlana: what I meant to get across was that Капитан ii ранга and Commander are both two ranks below the lowest grade of admiral and thus equivalent. Lt Cdr is three ranks below the lowest admiral rank (sometimes called Commodore in other navies).
Here's a US Navy chart: http://www.navy.mil/navydata/navy_legacy_hr.asp?id=266

Note from asker:
As far as I know, Admiral translates адмирал, rear Admiral translates контр-адмирал, none of them are капитаны. |

As we are dealing with a historical document, I'd rather go for an equivalent rank rather than the modern DoD term suggested by Gary

: Thank you. Commander makes more sense to me compared to 2nd rank captain that I ve never heard used in England, not in the media at any rate.

Lieutenant-Commander (LTCDR)
As was explained to me by NCOIC Anderson, U.S. NAVY. Commander equals to Russian 1-st rank Captain
