: I am not. Practically all procurement departments make decisions on what to purchase and define budgets for that. ОМТСs normally don't have this function.

Nobody forbids this dept to occasionally purchase 2 new trucks or cranes, while monitoring supplies and renewing orders...
Routine, day-to-day job ... а по-русски материально-техническое снабжение - чтобы всем всего хватало и чтобы на складе был достаточный запасец...

: this seems more likely but you must check the context, are you dealing with a department who supply or procure? They are opposites after all.
