This is from an international treaty. I'm scratching my head about what the "то" is referring to.

"То" in "на то" refers to "засвидетельствование" (certification); the entire phrase sounds like "специально **на то** уполномоченным".
"Документы, которые... засвидетельствованы компетентным органом либо специально **на то** уполномоченным лицом" - "Documents that are... certified by a relevant authority or by a person who is specially authorized to that / to do that".
("Уполномоченное лицо" would actually be "authorized person" but, in my opinion, that double "authorized" is not necessary in English translation because otherwise it would make something like "by an authorized person who is specially authorized to that".
