The only reference I find to "железный Шурик" is the title of the book about Alexander Shelepin by Leonid Mlechin.

"Абсолютно ясно, что не вышло у него поиграть в «железного Шурика», реалии все расставляют за свои места."

Hi James, "железный Шурик" is the nickname of Alexander Shelepin, former head of KGB, who has played important role in displacement of Khrushchev. Шурик is diminutive of Alexander, and "iron" is the analogy with Felix Dzerzhynsky, the "iron Felix"

Trying to keep the metal imagery in there...

There's also, "failed to carry a big stick" which doesn't work 100% but it's a reference to the presidential saying "speak softly and carry a big stick." I'll keep thinking for others...
