The only reference I find to "железный Шурик" is the title of the book about Alexander Shelepin by Leonid Mlechin.

There's also, "failed to carry a big stick" which doesn't work 100% but it's a reference to the presidential saying "speak softly and carry a big stick." I'll keep thinking for others...
