As you can see, the respondent is rambling, because he/she doesn't know the true facts about the deseases.

"i ...eto sledstvie gepatita B i ...neizlechim."
-->"And/so... it's caused by Hepatitis B, and... it's incurable".

well, and .... what follows after acquiring Hepatitis B ... it's incurable ...

as far as i know Hep C is practically undetectable. Well, meaning ... the test showing that you haven't got it - is not fact.
well, and .... what follows after acquiring Hepatitis B ... it's incurable ... is that it might not cause any discomfort, that is, you might carry the virus (можешь болеть), but you might show no symptoms.

Well..the cause is hepatitis B and .....it is nothing you can do for cure

I just want to explain the situation from his point of view. The deal is that many people were tested for Hepatitis B in the past, even without their will(for example, for pregnant it was the obligatory condition for filling the papers, etc). Now it is the different story with the lack of funding. Still, people know much more about HB than HC, because the last one was tested only about 10 years ago(only for antibodies, and for virus it is still very rare and expensive test).As far he knows something about HB, it does't make a big difference for him the letter(B or C).So, he put it together "the cause and effect" and said to the interviewer.
