Unfortunately, the phrase is not only pretentious but senseless, just like the one in the next question. Written by some poor graphomaniac. You can not observe something from that something's height. The height should be located elsewhere, so to speak.

I think that does it, but like Henry I'm not quite sure! Translating завершение is tricky, but "sophistication" quite often goes with "development". Somehow "perfection" doesn't feel quite right.

Yes, but the "peak" is not the final stage. You could say the peak of the Soviet Union was the 1960s
