I think that does it, but like Henry I'm not quite sure! Translating завершение is tricky, but "sophistication" quite often goes with "development". Somehow "perfection" doesn't feel quite right.

Yes, but the "peak" is not the final stage. You could say the peak of the Soviet Union was the 1960s
