group of officials
A group of Moscow Government (or, better, the specific department) officials visited China.
"working delegation" and "working visit" are Rusisms and the general government doublespeak to emphasize a notion that "the government they're always working, even when they aren't".
Unless specifically defined as sports, leisure or cultural, a delegation is "working" by default, so "рабочая" is redundant.

: Yes, "working" is redundant, but it's our realia. Realizing this, I suggested paraphrasing the sentence to shift "working" from "delegation" to "visit," which can be official, working, etc. Lots of examples can be found on the White House website.

Whatever; for the record, though, (1) "working" is not a realia for the purposes of this definition — http://2.ly/cdgq — unless you equate our culture and the red tape and (2) whitehouse.gov has 6 unique occurrences of "working visit" — http://2.ly/cdgr
