Please note the letter vav.
This is a title in an expense list. I believe the writer wants to list the expenses made on עמילות and מכס.
I'm considering Customs and Customs Agency, but it's a bit "out there".

Thank You, Shai! You're not missing anything - as I wrote in a comment to Doron, my only constraint is the number of characters I can use. I can (barely) fit this in: Customs Fees&Broker Commissions

Am I missing something? Customs - as in Customs duty (fee or tax) - the tax paid for importing the goods
Customs brokerage/Customs broker fee - the amount paid for the service provided by a customs broker for clearing the goods through customs.
Make sense in your context?

This is what it means.
The vav is totally superfluous here (probably because the Hebrew loves "x and y" combinations...).

Thanks, Doron. It could also be that the writer is trying to be "clever"... The only problem with your suggestion is its length - it has to fit into MS Excel's Sheet name tab (31 characters w/spaces) at most.
Sorry, I just realized you suggested two separate options, so thanks and please disregard my comment which I cannot delete (an option we should ask the Proz.com developers to add).

Not even one single result for this exact string in Google advanced search.
On the other hand, some 22,200,000 advanced search results for "commission and customs", and even if not all of them are relevant, it's still rather convincing.

And since you say your "only constraint is the number of characters I can use. I can (barely) fit this in: Customs Fees&Broker Commissions," I would opt for the shorter term - the meaning is clear enough
