I don't know the exact English term for this (if any exist), but the meaning of the term in Hebrew and in this context is creating a human barrier. To do so, the human forming it (usually equipped with armor) interlock their hands (or shields) to form a solid unpenetrable barrier.
This is used in crowd control to form a mobile and fluid barrier to protect humans (if they are in danger from the crowd around them), or objects equipment. For example if a person in risk needs to get from this car to the entrance of building, and outside many protest protesters awaits him (in order to maybe hurt him), the security guards will form a barrier in a shape of a hallway in the crowd through which the person will get to the entrance; or they will circle the man and move along with him, isolating him for the surrounding crowd.

: this means לחימה פנים אל פנים or קרב פנים אל פנים (קפ"אפ) I don't think that this is the meaning here.

I see what you're saying, perhaps "hand-in-hand" is more fitting - I didn't use "human" becuase Jonathan's definition doesn't specify that.

1. I'm POSITIVE the drill/training is based on the children game called מעגל כוח.

2. I'm also 99.9% sure this particular game is called POISON in English.

3. Still - I wouldn't recommend to literally translate the game of מעגל כוח and use "Poison" in this context, as this term lacks the mention of either "force" or "circle" and might not be recognized/understood by non-playfull grown-ups...
4. My suggestion, therefore, is a game close enough in most aspects that I found mentioned in team-games site - "Circle tag".
