s'char minimum - minimum wage

I do not know for sure, but I think this is definitely a possibility. If sha'ot nosafot relates to overtime for which the worker receives MORE than his regular salary, perhaps shin nun refers to some component of the salary in which he receives LESS than the rest.
Note from asker:
