There is probably a better term for this but what it means is that the person who wrote the CV worked for the travel agency Carlson Wagonlit (a big on in the Benelux countries) which has an office in the building of the European Court of Auditors which takes care of staff travel needs - essentially an outsourced corporate travel function.

am getting a bit lost in the language combination but

je crois qu'il s'agit d'un "rattachement" à la cour des comptes in English could be either located with or administratively dependent on, or hierarchically or any such word
