This appears as an entry on a file data sheet for a design document. Other entries contain the document name, the document file name, the name of the document originator, and similar information.
From my experience in engineering offices, it is my impression that this is the name of the person responsible for routing the document to the various and sundry persons and departments that must sign off on it, or at least the name of the person responsible for initiating such routing.
Confirm? Deny? Correct? TIA.

: I think that you answer is valid - firstly because even an email originates with somebody and presumably here according to the asker - the paper work is signed off which would suggest it's on paper
