Listed as one of the tasks to be undertaken is 'La coordination de l'atelier d'élaboration des programmes'. Is the 'atelier d'élaboration' simply 'development workshop' or is there some term more suited to the field please?

I think it is totally appropriate as development refers to the program and that I could not think of a better word for "elaboration" in this context.
