(I'm reposting this as my previous answer got deleted when I added a note)

"Carence" means that there is no "syndic" (none appointed, mandate expired and/or not renewed) or that the "syndic" in charge is unable to act, for whatever reason.

I think "insolvency" as such is too limited.

For "syndic", I suggest using administrator or owners' agent (to be checked as English is not my target language)

In other words, "il" - whoever that might be - will take out an insurance policy if there is no "syndic" or if the "syndic" in unable to do it.

"factor" is a Scottish term, and probably archaic. Philippe Boucry has suggested "agent" or "administrator"
