That means the "h" will be silent. I think it is a German version of the name..I googled it but uselessly.

بيولر او بولر

It's a German name, spelled "Bühler" in German (which sounds different than "Buhler"), and often transliterated as "Buehler" in English. German ä ö ü are often transliterated as "ae" "oe" ue" in English. In German, ü is pronounced just like u in French, a sound which exists neither in Arabic nor in English. Although the "h" is silent, it provides clues in German. It tells you to lengthen the ü vowel, and distinguishes between two possible pronunciations, "Bül-er" and "Bü-ler." These sound different in German, and the presence of the silent "h" tells you that the second is correct.

In any case, this is the name of the man who developed this skin sensitivity test, and it's most commonly pronounced in English as BYOO-ler (as in the movie title, "Ferris Bueller's Day Off").
