I checked some Chinese articles for the definition of 盘活房产 for your context. It is basically getting cash for your home which you don't really want to sell or are not allowed to sell and then use the cash you get to finance your other purchase or to flip real estate (炒房). In the States, they call it home equity line of credit.

Just a figurative alternative. Saw it used in a news article. Of course Tingting's suggestion is well explained and convincing. Maybe can be used alternatively for flexible wording, e.g., use it in quotation marks.
