"As of" is often used to mean "up to a specific period" in business.

There is another term "as at", which is often used in accounting.

"As of" and "as at" are not quite synonyms.

For example, "At the balance sheet date" means ON that date. "The unrealized loss has become other than temporary as of January 31" means the loss has become permanent (?) ON OR BEFORE January 31.

As at 一 般 字 典 的 確 都 沒 有 收 錄 ， 但 《 朗 文 商 業 英 文詞 典 》 （ Longman Dictionary of Business English ） 卻 有 ， 注 解 是 on a certain date （ 在 某 個 日 期 ） ， 例 子 是 Value as at ___ （ 在 某 日 期 的 價 值 是 … … ） 然 則 讀 者 的 問 題 不 難 回 答 ： 應 用 as at ， 不 用 as of 。

不 過 ， 這 答 案 只 是 根 據 字 典 說 法 。 事 實 上 ， as of 往 往 和 as at 通 用 ， 例 如 ： The student / teacher ratio as at / as of April 2007 was 40:1 （ 學 生 和 師 的 比 率 二 ○ ○ 七 年 四 月 為 止 是 四 十 比 一 ） 。 讀 者 示 下 那 一 句 ， 用 as of 或 as at 都 可 以 。
留 意 as at 、 as of 、 as from 等 說 法 ， 除 了 在 公 文 ， 一 般 不 宜 使 用 。 I will be on leave from next Monday （ 我 下 星 期 一 開 始 休 假） 這 一 句 ， from 改 為 as from 或 as of ， 句 子 就 顯 得 生 硬 。 同 樣 ， More than 3000 deaths were reported by 24 May （ 截 至 五 月 二 十 四 日 ， 死 者 據 報 已 經 超 過三 千 人 ） 一 語 ， by 最 好 也 不 要 改 為 as at 或 as of 。

Therefore, the term "as at" is more often used in financial statements such as balance sheets, profit & loss accounts, etc.
