That confirmed my guess about the country in question here. Now it should be easier to understand the phrase. Just turn on the TV and watch some news from that region, you will fully understand the phrase. :)

another version would be: against the backdrop of nationawide terrorism, this one is probably closer to the Chinese phrase of 在...大前提下
