As I understand it, the health care industry is not making the most of IT (it does not get as much out of it as it could). By outsourcing management of equipment, services, maintenance etc. it might get more out of the existing IT base and would be able to predict what it is likely to get with more ease.
Therefore, in this case, I interpret "delivery" in the same sense as "performance", not in the sense of "supply".
