What I am thinking is here research is not meant, most probably it is academic. (science also might be, but I don't think)
So more correct is:
to strengthen the Institute's Academic capacity (excellence)
I think фундамент здесь лишний

Or
Scientific capacity or excellence - capacity covers what is in the context.

: NB: You cannot use 'potential' without a head word here, it would be a mistranslation.

an example of ensuring the institute's scientific future
strengthening the underpinnings of the [institute's] scientific prowess
As for "scientific" vs. "research," the choice would be influenced on precisely what kind of institute it is, and also what this committee's function is.

I would add, in light of your note on Boris's comment, that "prowess" is not necessarily braggadocio, though it can be. I think it fits better in English than "potential," which in my view is used too often as a lazy translation of "потенциал". And it's more in the direction of strength/excellence/success/accomplishments or the ability to achieve them, than "capacity" would be.
Examples:
However, part of the problem afflicting the country's research prowess is the ongoing brain-drain.

The kicker on that article is one of those wonderful mixed metaphors that journalists in India sometimes indulge in: "Country's scientific prowess cat is out of the bag."
Thank you! Boris, it's actually quite specific... |

Boris Shapiro
: 'Prowess' looks suitably self-important. This seems to be a piece of bureaucratic self-marketing, so, most probably, nothing specific and tangible like 'research capacity' is meant.
