Duration:
The duration is equal to the time difference between the first and the last samples in the file.
This time difference can be for up to 1 ms or up to a number of years.
Two user fields are required in order to support the duration value.
The fields shall be formatted in the same way as the Start Date and the Start Time fields.
The duration can be specified to the needed precision and leading zeros are necessary.
For example, a file with 1 min and 39 s (i.e., 99 s) of data will have a duration code of “000000, 000139”.
A file with contents covering a period of 2 years, 1 day, 1 min, and 39 s of periodic data measurements will have a duration code of “020001, 000139”.

После непродолжительных раздумий исправлю свой ответ.
periodic может иметь три значения:
<--- American Heritage Dictionary --->
periodic
Having or marked by repeated cycles.
Happening or appearing at regular intervals.
Recurring or reappearing from time to time; intermittent.
Два ответа выше предлагают переводить periodic как "Having or marked by repeated cycles."
Но с контекстом такая периодичность вроде бы не вяжется. Думаю что тут periodic надо понимать как "Recurring or reappearing from time to time". Т.Е. Поизмеряли два года, записали. Потом еще поизмеряли 2 года, еще записали и т.д. Кроме того, на это намекает структура: "PERIOD of 2 years of PERIODic data measurements"
Но на русский это не так просто перевести, да и ни к чему, так как в тексте идет речь о продолжительности, периодичность тут вообще неважна. Поэтому думаю можно выбросить периодичность и все. Т.Е. перевести как то так:
файл содержащий данные за период 2 года 1 день 1 минута и 39 секунд будет иметь следующий временной код
