I believe 'top-branded' (not it is vital to parse these two words together!) applies to BOTH 'destination clubs' AND 'real estate developments' — and I think 'development' here has the US sense of a 'résidence', not simply some kind of constructional project (as in the UK)

Look carefully at the sentence structure:
"...the top-branded destination clubs and real-estate developments that endorse..."
It seems to me that 'the top-branded' HAS to modify BOTH 'destination clubs' AND 'real-estate developments', because of the presence of that 'the' at the beginning (Asker's original parsing confuses the issue!)
Otherwise, it would read as 'the top-branded destination clubs' and '[any old] real-estate developments' — it is clear that 'the' MUST apply to both, and hence, from the word order, it is reasonable to assume that top-branded does too; otherwise, the writer might have written "...the top branded destination clubs and the real estate developments that endorse..."
Note that it is vital to read 'the... that...' together.

So for your 'residential development', the normal translation is 'résidence', which covers all kinds of development, but remains as non-specific as the original — there is no way of knowing if this 'development' is a block of flats or a housing estate of some kind, but both those notions are satisfactorily encompassed in FR by 'résidence'
The only important thing is to maintain the distinction being made in the source text between a place where people go on holiday ( = resort) and a place where people live more or less permanently ( = residential development).
