'Se diagnosticarán' Seems to me they're saying, with perhaps not an ideal choice of words, that they will identify the most feasible initiatives.

neutral Cinnamon Nolan : "Times of economic stress" is the most common way of putting this, it's true. It's just that the sentence is so long and convoluted, anything to streamline it (such as eliminating a prep phrase) is worthwhile.
