This is from a quality control document on manufacturing pharmaceuticals. They are listing the areas that need to be checked or verified before sending on: things like National Code, Lot Number, Expiry, etc. Then they list to check the "Cupon precinto" and the "Cicero en cupon precinto". In general I know that this is the safety-seal coupon on the box, and the "cicero" is the mark showing that it can be sold at a reduced fee, but how do I translate the above phrase for the check-list?

It's used in Spanish pharmacies, to show that a portion has been paid by the national health service. The pharmacist rips it off each box of medicine they 'sell' under prescription. Nor is it a safety device, it's just a piece of carton with a perforated border on the back of the box.
