I have a feeling the Spanish is not quite correct here (could be wrong), but the States are not Members of a directive but of the EU itself. So, what does the author mean here? Any help with this sentence very much appreciated.

Hi Adam,
Total guesswork.
It doesn't seem to make any sense as it stands. My only guess is that the author's intended meaning is "Member states which are affected by/subject to Directive XXX"
Schengen, for example, in which several member states (and you're in one of them) do not form part of Schengen and therefore aren't subject to any EU directive affecting them.
